JOB SUMMARY
Bring your purchasing, negotiation and supply chain management expertise to this position as Procurement Specialist in our Financial Services team. As a Procurement Specialist, working under the direction of the Senior Manager, Procurement & Accounts Payable, you will be responsible for the procurement of goods, equipment and services for the various business units at the City. This role also involves analyzing long and short-term contracts and conducting in-depth analysis of spends by the City to achieve economic benefits through innovative purchasing strategies.
KEY DUTIES AND RESPONSIBILITIES
- Coordinates and leads the competitive procurement process for goods, services, and specialized construction contracts acquired through requests for tender, quote, or proposal.
- Engages with user departments to identify requirements, achieve economic benefits, and ensure procurement needs are met efficiently.
- Reviews and develops specifications within bid documents to ensure compliance with contractual laws, minimize legal risk, and meet project-specific needs.
- Analyzes existing business processes and spending patterns, recommending improvements and implementing innovative purchasing strategies that deliver economic benefits.
- Researches, develops, and executes sourcing strategies in line with the City’s sustainable purchasing goals and broader objectives.
- Ensures the most effective and innovative procurement methods are understood, adopted and practiced while implementing strategies to improve operational efficiency and effectiveness.
- Reviews agreements with contractors and the City to confirm legal compliance with original bid documents.
- Assists departments in drafting Council and Staff award reports for contract approvals.
- Conducts detailed financial analysis to ensure project-oriented financial requirements are met.
- Administers and governs the bid submission process for high value/complex procurements, reviews and evaluates bid submission for compliance, oversees the evaluation, contract award, supplier debrief process and facilitates bidder protest and supplier suspension process.
- Determines requirements for insurance and other sureties and safeguarding the City from legal risks by ensuring all procurement activities comply with relevant legislation and policies.
- Conducts research on legal cases, market trends, supplier performance, and best purchasing practices to inform procurement strategies.
REQUIRED SKILLS & COMPETENCIES
- A degree in Business Administration or a related discipline.
- A designation as a Certified Professional Purchaser (CPP) or Certified Professional Public Buyer, or completion of a relevant Supply Chain Canada (CSCP) course is preferred.
- At least 3 years of purchasing experience handling multiple priorities with superior written and verbal communication skills.
- Requires knowledge of strategic procurement principles, methods, and procedures.
- Knowledge of contract law, trade agreements and sustainable purchasing practices.
- Knowledge of contract laws, trade agreements and the Canadian Construction Documents Committee (CDCC) related to purchasing.
- Proficiency in Word, Excel and Access, with a thorough understanding of research and sourcing tools such as the Internet.
- Proven negotiation and conflict resolution skills.
