JOB SUMMARY
Reporting to the Payroll Manager, this position is responsible for processing the bi-weekly payroll on a weekly basis, in an accurate and timely manner. The position is also responsible for the preparation of bi-weekly and monthly reports and remittances while complying with government legislation and company policies and requirements and responding effectively to external and internal payroll related inquiries.
The Payroll Supervisor plans, manages, controls and monitors all aspects of the City of Markham’s payroll and records function. The position requires hands-on participation in all payroll functions, supported by a team of experienced Payroll Administrators.
Practical experience with ADPs Workforce Now (WFN) payroll system is required.
Experience with the Workday system is an asset.
KEY DUTIES AND RESPONSIBILITIES

- Work within a team to process 8 bi-weekly payrolls for Full Time, Part Time, Union and Non-Union for both salaried & hourly employees.
- Input manual adjustments, as required, and review and make appropriate changes in the payroll entries.
- Process and balance associated bi-weekly / monthly payroll tasks, OMERS pension, bank files, garnishments, WSIB, EHT, Union Dues and all other payroll deductions.
- Process bi-weekly payroll journal entries.
- Complete various ad hoc, complex calculations (e.g. Gross up calculations, Tax estimates, etc.).
- Prepare / amend Records of Employment (ROE) for relevant employees.
- Communicate and respond effectively to payroll inquiries in a timely, accurate and professional manner with tact and diplomacy. Prioritize and determine the appropriate course of action and follow up to ensure resolution.
- Cross train on all responsibilities within the department to ensure back-up and support for payroll team members.
- Perform other duties as assigned.
REQUIRED SKILLS & COMPETENCIES
- Business related diploma in accounting, finance, business administration or equivalent is considered an asset.
- Minimum 7 years’ experience working in a high functioning payroll department, including payrolls for salary, union, non-union and hourly employees, with at least 2 years at the supervisory level
- PCP (Payroll Compliance Practitioner) certification required. Working towards a CPM (Certified Payroll Manager) certification is an asset.
- Experience in using ADP Workforce Now system or similar integrated electronic payroll system
- Experience with ADP time and attendance module or other similar system
- Strong analytical and problem-solving skills with the ability to work well and independently under pressure with minimal supervision
- Outstanding interpersonal, organizational and communication skills, both oral and written
- Ability to utilize effective communication skills and sound judgement in interactions with staff and outside agencies and in resolving issues
- Must have the ability to prioritize, multi-task, meet deadlines and attention to detail
- General payroll related accounting knowledge
- Working knowledge of payroll related regulations and legislative requirements, OMERS pension plan or other defined benefit pension plan
- Ability to interpret and understand various collective agreements
- Capability to create and format complex reports and perform detailed computations
- Proficient in Microsoft Excel (intermediate to advanced level), Microsoft Word and Microsoft Outlook
