What you'll do

  • Drive the City's financial direction by leading corporate business planning, operating and capital budgeting processes from end to end.
  • Enable confident decision‑making by providing clear, forward‑looking analysis, forecasts, and scenario modelling to senior leadership and Council.
  • Translate strategy into numbers by aligning financial plans with long‑term corporate, strategic, and Council priorities.
  • Strengthen financial accountability through insightful variance analysis, funding strategy recommendations, and oversight of budget amendments.
  • Influence high‑impact initiatives by assessing long‑term financial implications of major policies, projects, and economic conditions.
  • Elevate financial maturity by identifying best practices, improving processes, and supporting continuous improvement of enterprise systems and reporting.

 

A closer look at the role

This role acts as a central hub for corporate financial planning. During peak cycles, you'll coordinate the City's budget process, setting timelines, coaching leaders, reviewing submissions, and ensuring accuracy and alignment. Between cycles, your focus shifts to forecasting, financial modelling, policy analysis, and supporting strategic initiatives with insight grounded in both macroeconomic trends and City‑specific realities.

You'll regularly present findings to senior management and Council, collaborate across departments, and act as a trusted financial advisor on complex, high‑profile initiatives. The environment is fast‑paced, visible, and requires someone comfortable exercising judgment, influencing without authority, and balancing strategy with execution.

Requirements

  • Exceptional communication skills, with the ability to translate complex financial information into clear, actionable insight
  • A collaborative, relationship‑oriented approach to working across diverse stakeholder groups
  • Strong judgement and composure when navigating competing priorities and tight timelines
  • Natural ownership and accountability

 

Qualifications

  • Bachelor's degree in Finance, Business Administration, or a related field from a recognized post-secondary institution.
  • CPA designation is required
  • Minimum five (5) years of progressive experience in financial analysis, accounting, and budget and long-term planning (public sector experience is an asset)
  • Strong financial modelling, forecasting, and scenario analysis capability
  • Advanced proficiency in ERP systems and Excel (Power Query, Power Pivot, etc.)
