The District of Saanich is seeking an experienced operational Manager to join our Public Works Management Team overseeing the Waterworks and Storm & Wastewater Sections. Saanich’s Waterworks Section ensures the delivery of the potable water supply to District customers through well maintained assets including over 550 kilometers of pipes, several reservoirs, pump stations and pressure reducing valve stations. The Storm & Wastewater Section ensures the conveyance of stormwater from our streets and properties to creek and ocean outfalls, and the conveyance of sewage from over 32,000 customers to the regional sewage treatment plant, by ensuring that all municipal assets are in top working order.

The Manager of Engineering Operations is responsible for leading a large and diverse team, including managers and unionized operators, in the efficient, effective and safe delivery of potable water, and storm water and sewer conveyance. In addition, the Manager will work closely with their team and other Managers to deliver related maintenance/operations plans; deliver strategic projects and initiatives to maximize use of resources across their portfolio; ensure critical emergency plans are in place for all operational scenarios; and anticipate future resource needs.

The Manager is responsible for supporting the section managers while assisting senior management with implementing strategic projects and initiatives through the division to achieve departmental and corporate goals. The Manager is accountable for providing expert technical advice and the provision of effective leadership in operations and occupational health and safety. They will have the natural ability to solve problems by gaining a quick understanding of key issues; manage conflict; and make timely decisions, always keeping the public interest in mind.

The successful candidate will have thorough knowledge and extensive field experience in the functionality of municipal water distribution and wastewater collection systems; SCADA, including the engineering principles behind their operation; thorough knowledge and understanding of the legislation/regulations governing potable water systems and sewage collection systems; and the ability to apply this background in leading teams in the field.

Requirements

Requirements include a Diploma in Civil Engineering Technology or related field supplemented by additional formalized training in administrative management and/or leadership, including familiarity with computer database applications; eligible for registration as an AScT with the Applied Science Technologists and Technicians of British Columbia (ASTTBC) or as a Professional Licensee (P.L. Eng.) with Engineers & Geoscientist of BC (EGBC); a minimum of eight (8) years of progressive managerial or supervisory experience in a related position with a focus on maintenance, operations, and construction of municipal infrastructure, project and systems management including the ability to lead operational teams in delivering on priority initiatives through partnerships with internal and external stakeholders; and a valid EOCP water and wastewater Level 3 (or higher) certification is required. Candidates with an equivalent combination of education and experience may be considered.

Salary & Benefits
