Position Objective

Reporting to the Chief Information Officer, the Business Systems Analyst is responsible for converting the Town of Fort Erie’s business requirements into functional specifications and solutions. This role partners with Town departments and others in Information Technology to document, design, implement, and manage the delivery of business application solutions and related modernization initiatives.

 

Duties & Responsibilities

Business Analysis

  1. Participates in cross-departmental efforts and represents Information Technology requirements, interests, and strategic direction, with reference to modernization strategies.
  2. Leads discovery activities (e.g., interviews, workshops, and process walkthroughs) to elicit and document business needs, pain points, and desired outcomes.
  3. Documents current-state and future-state business processes, workflows, roles, and controls; identifies opportunities to streamline, standardize, and automate.
  4. Develops and maintains business and functional requirements (e.g., specifications, user stories/use cases, and acceptance criteria) and ensures traceability from requirements through design, testing, and implementation.
  5. Provides analysis and solution options to Town departments; works with departments and IT resources to research, design, present, and implement new solutions and alternatives to current systems.
  6. Identify gaps and design new and/or modified IT solutions or enhancements, including risk assessments and implementation of defect fixes.
  7. Defines and documents data and reporting requirements (e.g., data definitions, business rules, interfaces/integrations, and privacy/security considerations) to support implementation and decision-making.
  8. Works closely with Systems Analysts, Developers and other technical teams on solution architecture, design, integrations, and implementation approaches, ensuring business goals are addressed and enterprise standards are maintained.
  9. Assists with the creation of test strategies, test plans, and test summary reports required to support business unit transitions to new or changed production processes.
  10. Provides guidance and advice to business units and technical teams in the use of business applications.
  11. Work with stakeholders to gain agreement on solutions.
     

Project Delivery

  1. Acts as a project lead or team member and provides leadership through business analysis, project planning, and resource coordination, as appropriate.
  2. For assigned initiatives, manages project delivery by defining and tracking scope, schedule, budget, risks/issues, and dependencies; resolving problems; publishing progress reports; and recommending corrective actions.
  3. Supports departmental Project Managers and, for assigned initiatives, serves as the project manager for IT-led business application projects, coordinating internal and vendor resources to plan, implement, and deliver effective solutions.
  4. Participate in the preparation of RFPs, bid proposals and contracts related to the procurement of business software solutions.
  5. Research emerging practices/technology and participate in long-range planning for the development of business systems solutions, evaluating new deployment models and methodologies.
  6. As a representative of Information Technology, set stakeholder expectations appropriately and share complex concepts with non-technical audiences.
  7. Work closely with Information Technology staff to ensure solutions meet security and enterprise standards.

 

Education & Experience

  • Post-secondary degree or diploma in Information Technology, Computer Science, Business Analysis or other related discipline.
  • Seven (7) or more years of progressive experience in business and systems analysis within a medium-sized enterprise IT environment, including leading complex business application initiatives through the full solution lifecycle (requirements and process analysis, conceptual design, feasibility/options analysis, implementation planning, testing, and post-implementation support). Municipal or other public sector experience is preferred.
  • Experience managing IT projects.

 

Knowledge

  • Extensive technical knowledge in the business systems area, which includes applications development, business and process analysis, research and development, and systems integration for business systems.
  • Commitment to applying advanced to expert knowledge of business technology delivery practices and standards and related expertise, including design, development, testing and project management.
  • Advanced knowledge of business and systems analysis process and techniques, as well as system components, functionality, interfaces, data flows and business rules.
  • Ability to work independently leading projects acting as a subject matter expert and consultant.
  • Demonstrated experience leading and delivering IT-enabled business application initiatives, including planning and executing project activities (e.g., scope, schedule, resourcing, risks/issues, communications, and change readiness). Project management training and/or certifications (e.g., PMP, PMI) are considered an asset.
  • Advanced knowledge of enterprise applications and IT systems (e.g. ERP, CRM, EAM, GIS, Database, Azure/M365, etc)
  • Experience working with Microsoft software programs such as Project, Visio, Office; as well as servers, operating systems, personal computers, networking and internet technologies.
  • General knowledge, and demonstrated experience, of customer service

Supervision

  • Provide day-to-day direction to project team members (matrix environment) to support delivery of assigned initiatives.
  • Manage and oversee the activities of contractors and consultants working on IT-led projects.

Requirements

Education & Experience

Salary & Benefits

Compensation includes an annual salary of $94,894.83 to $113,874.74 and includes a comprehensive health, benefit and pension package.
