Position Objective

To plan, lead and direct the work associated with the operation and maintenance of roads and rights of way including the summer and winter maintenance of roads and sidewalks, maintenance of roadside drainage, and the provision of forestry services through the effective and efficient deployment of physical and human resources.

 

Duties and Responsibilities

  1. Continually promote a strong culture of safety through daily safety discussions, review and development of job safety assessments, ensuring staff receive required training for all machinery and equipment being utilized and observing safety practices through onsite inspections.
  2. Ensure tools and equipment are maintained in a safe working conditions and organized to avoid misplacement, loss and downtime. Ensure that maintenance/repair issues are accurately documented and reported to the Supervisor of Fleet and Stores or referred to the appropriate service provider.
  3. Contribute to the creation of and monitor section budget; acquire necessary supplies and services, subject to budgetary guidelines and purchasing policies; receive and process revenues in accordance with approved policies.
  4. Maintain high customer satisfaction by regularly interacting with both internal and external stakeholders and providing timely responses and accurate guidance and maintaining accurate customer records through the corporate customer relationship management software.
  5. Responsible for implementing and utilizing digital maintenance management systems to interpret workforce and operational needs, ensure and tracking and documentation is complete and to continually optimize operational activities by reviewing/analyzing workflow information to ensure productivity, quality and efficiency are being achieved.
  6. Recruit, evaluate, and coach employees, identify training needs, assist with employee retention, perform disciplinary actions and professional development in accordance with the Collective Agreement and Human Resources Policies.
  7. Establish realistic and optimized work assignments through planning, scheduling and supervising staff and overseeing contractors and efficient equipment usage while ensuring works are completed within approved budgetary limits.
  8. Regularly communicate with the Manager on work activities; in the formulation and implementation of short and long-term policy, strategic/operational objectives, special projects; in the tracking/reporting/analysis of performance measures; provide capital and operating budget information and data; contribute to the preparation and presentation of administrative reports, policy recommendations, by-laws and resolutions for Council’s consideration.
  9. Direct the purchase of necessary supplies and services, subject to budgetary guidelines and purchasing policies.
  10. Remain current of statutory and regulatory enactments and amendments and recommend appropriate operational and/or policy responses.
  11. Respond to requests for information regarding insurance claims arising from road infrastructure and attend legal proceedings when directed.
  12. Perform all operational responsibilities of the Manager in their absence as required; relieve other Roads, Parks and Fleet Division Supervisors as required.
  13. Lead the planning, prioritization, organization and direction of all maintenance activities associated with municipal roads and right of ways to ensure compliance with all applicable provincial and municipal standards and levels of service including maintaining and responding to requests for service related to roadside ditches, boulevards, sidewalks, regulatory signs, street signs, traffic signals, roadway grading and potholes.
  14. Lead the planning and provide direct oversight of winter operations for roads and sidewalks performed by Town forces and contractors to ensure all relevant provincial and municipal regulations, standards and levels of service are achieved.
  15. Complete summer and winter road patrols that meet minimum maintenance standards accurately documenting deficiencies and developing work plans to address the work.
  16. Continuously review, develop and optimize the Town’s winter operations plan through the assessment of plowing, salting and sanding routes performed by Town forces and contractors, on-site inspections, assessment of material usage and continual fleet and equipment needs reviews.
  17. Plan, lead and coordinate maintenance activities for all municipal trees including inspection, pruning, removal and restoration by town forces and contractors.
  18. Contribute to/oversee the integrated urban forestry and horticulture programs.
  19. Respond to emergencies during work hours, after hours and on weekends and holidays and act as the Town’s on scene representative

 

Education and Experience

  • OSSD or equivalent plus post-secondary Construction/Engineering program of at least three (3) years or equivalent experience.
  • Possess or working toward Certified Engineering Technician (CTech) or Certified Engineering Technologist (CET) designation.
  • Possess or working toward Certified Road Supervisor (CRS) designation.
  • Possess or working toward Certified Arborist designation.
  • At least three (3) years related supervisory experience in infrastructure operations including roads, roadside drainage, sidewalks and forestry.
  • Valid drivers’ license with driving record acceptable to The Corporation
  • First Aid and CPR Certification

 

Knowledge

  • Applied, technical knowledge of Ontario Traffic Manual, OPS standards and specifications, local special provisions and asset management methodology.
  • Applied knowledge of supervisory practices and procedures, computer applications, budgeting, scheduling, work order maintenance systems and procurement.
  • Technical knowledge of the use and care of hand tools, small power tools and construction equipment.
  • General knowledge of municipal government and provision of customer service.
  • Specific, technical knowledge of the Occupational Health and Safety Act, Employment Standards Act, MTO Book 7 – Traffic Control Manual, CSA Safety Standards, Collective Agreement, WSIB and human resources policies.
  • Applied knowledge of road, construction, maintenance and operation including winter operations, right-of-way maintenance, trenching/shoring and heavy equipment operation.
  • Applied technical knowledge of municipal forestry operations including Arborist Safe Work Practices and Industry Best Management Practices.

Supervision

  • Supervise Crew Leaders, other divisional staff and contractors.
  • May supervise other section staff in the absence of assigned supervisors.

 

Work Demands

Salary & Benefits

Compensation includes an annual salary of $101,217.29 to $121,460.74 and includes a comprehensive health, benefit and pension package.
