The Corporate Services Program and Portfolio Manager provides direct strategic support to the Director of Corporate Services by overseeing the division’s portfolio of programs, projects, and initiatives. The incumbent will be responsible for exercising judgment and oversight while coordinating across the Corporate Services portfolio. Reporting to the Director of Corporate Services, this position operates with a high degree of independence and accountability, ensuring that divisional initiatives are prioritized, aligned, and delivered in support of Council priorities and corporate objectives.
The position serves as a central point of integration for project oversight, reporting, and communication across Corporate Services, supporting informed decision-making and accountability. This role is intentionally suited to a senior individual contributor who can operate with a high degree of autonomy, navigate political and organizational complexity, and exercise sound judgment in a municipal environment.
In this role you will:
- Exercise portfolio-level oversight of Corporate Services programs and projects, setting expectations for timelines, deliverables, and standards of execution across the division
- Act as a central point of oversight and coordination for Corporate Services programs and projects, intervening through escalation and issue resolution when risks, delays, or misalignment arise
- Hold senior stakeholders accountable for deliverables, follow-through, and timely decision-making in support of divisional and corporate objectives
- Provide the Director of Corporate Services with independent, decision-ready analysis, recommendations, and clear escalation on risks, trade-offs, and priority conflicts
- Establish and maintain a comprehensive portfolio view of all Corporate Services initiatives, including dashboards, milestone tracking, dependencies, and performance indicators
- Identify, assess, and manage cross-divisional risks, interdependencies, and systemic gaps, driving corrective actions and continuous improvement through coordination, escalation, and follow-through
- Drive coordination across Corporate Services divisions and other City departments to ensure alignment, clarity of roles, and effective use of resources
- Lead the preparation and quality control of materials supporting Council, Committees, the City Manager, and Senior Leadership decision-making, ensuring accuracy, completeness, and strategic clarity
- Function as a strategic filter for the Director of Corporate Services, prioritizing issues, triaging communications, and monitoring emerging issues and sensitivities to ensure leadership attention is focused on matters of highest impact
- Provide oversight of reporting, briefings, and submissions to ensure corporate timelines, governance requirements, and standards are met
- Lead or directly manage time-sensitive, high-risk, or high-visibility initiatives as assigned by the Director, with accountability for outcomes
- Drive the development and delivery of accurate, timely, and strategic information that informs both departmental and corporate decision-making
What You Bring to the Table
Qualifications & Experience:
- Post-secondary education combined with formal project or program management training or certification (such as PMP, PgMP, PRINCE2, or equivalent) will be an asset, along with an equivalent combination of education and substantial, progressively responsible experience
- Strong knowledge and proficiency in project management methodologies, with the ability to plan, execute, and monitor multiple projects within a complex Corporate Services environment
- Demonstrated ability to oversee and manage a diverse portfolio of projects and initiatives across multiple functions and stakeholders
- Experience with program oversight and a bias for action, progressing work through ambiguity, competing priorities, and change
- Proficiency using project management and tracking tools to monitor progress, timelines, risks, and deliverables
- Familiarity with municipal governance, Council processes, and Corporate Services functions such as Fleet, Facilities, or Information Technology
- Ability to resolve scheduling conflicts, resource constraints, and scope changes through structured prioritization and sound judgment
- Advanced organizational skills and adaptability, with experience managing multiple priorities in high-pressure, time-sensitive environments
- Experience coordinating multi-stakeholder and cross-departmental initiatives, including tracking progress, summarizing updates, and adjusting plans as priorities shift
- Strong relationship-building and communication skills, with the ability to engage effectively with internal and external partners
- Sound political acumen and discretion, with experience handling confidential and sensitive information appropriately
- Working knowledge of financial and administrative principles, including budgets, procurement, and related processes
