SENIOR MANAGER: CORPORATE SERVICES

Lethbridge Public Library is seeking an experienced leader and financial professional for the position of Senior Manager: Corporate Services. Reporting to the Chief Executive Officer (CEO) the Senior Manager: Corporate Services is a key member of the Senior Management Team and an integral part of Board/Administrative relations. This position is responsible for the day-to-day oversight and operation of all financial functions at the LPL, in addition to providing strategic leadership for the Facilities and Information Technology departments at Lethbridge Public Library (LPL).

The Senior Manager: Corporate Services is a critical position demanding a unique combination of financial management and leadership experience. The optimal person for this position will be a positive team player and a big picture thinker who will thrive in a highly collaborative, public service-oriented environment. Our ideal candidate possesses extensive hands-on financial management experience, preferably within a public sector environment, and a demonstrated ability to lead staff to achieve organizational goals. The ability to lead strategically and manage change with positive results is essential. They will also possess superior analytical and problem-solving abilities, time-management and organizational skills, and a desire to take on new challenges.

This position leads and coaches a team of direct and indirect reports across three portfolios and plays a key leadership role in the organization, directly supporting the CEO and Board functions, and working with management and staff across the organization to meet our strategic goals.

Requirements

Key Responsibilities:

Strategic Leadership and Innovation

i. Develops, coordinates, implements, and evaluates all aspects of Corporate Services within the Library with emphasis on the effective and efficient use of resources.

ii. Leads the operations of delegated service areas directly or by way of delegating authority to appropriate staff.

iii. Actively participates in the planning of new or revised Corporate Services initiatives and projects including human, physical and operational resources.

iv. Works with the management team to develop and implement strategies and plans to meet Plan of Service priorities.

v. Actively leads and facilitates a coordinated library-wide approach to the provision of excellent library corporate services.

vi. Maintains membership or liaison in appropriate professional or business associations at the national, provincial, or local levels, specifically as they relate to the position.

I. Performs Acting CEO duties as assigned.

Fiduciary Stewardship

i. Leads, in consultation with the CEO, the development and monitoring of the Library operating budget, capital and reserve accounts, and project budgets as required, in accordance with policy.

ii. Assists the CEO in their role as Secretary/Treasurer of the Board by providing financial subject matter expertise and recommendations, financial monitoring and forecast reports, statistical reports, Library output measures, and other reports and monitoring tools as required.

iii. Provides Library management staff and the CEO with a clear financial picture of the Library as a whole, by department and other accounting divisions as deemed appropriate.

iv. Analyzes, interprets and presents financial data to a wide variety of audiences, including the Board, City administration and council in support of informed decision making and organizational goals.

v. Leads the Library year-end audit planning and process, in collaboration with City of Lethbridge Treasury and Financial Services, preparing all information and reports, and works with appointed auditors to complete Library related requirements.

vi. Develops and monitors budgets related to the corporate services functions, in accordance with CEO directives, Library policies, City of Lethbridge requirements, and other government agency requirements. Authority for the monitoring of specific segments of these budgets may be delegated to appropriate corporate services staff.

vii. Administers and supervises the Library’s accounts receivable/payable and purchasing functions, and monitors revenues and expenditures against approved budgets.

viii. Assists in the development, monitoring, and reporting on grants, special projects, and capital projects.

ix. Coordinates asset management functions including: ensuring compliance with insurance requirements, monitoring and reporting on personnel resources, monitoring contract compliance, and overseeing asset lifecycle.

x. Leads financial risk management strategies and advises CEO on impacts to operations and long-term planning.

xi. Acts as the lead contact for fundraising partnerships, as assigned by the CEO.

xii. Participates as a key member of the Collective Bargaining committee and makes financial recommendations regarding collective agreements.

 

Culture Management

i. Actively participates in the development of Library Board and operational policies, specifically policies related to corporate services.

ii. Oversees the implementation of all new or revised corporate services related policies.

iii. Works with Library management team to ensure a safe and healthy workplace for staff and customers.

iv. Performs senior administrative on call duties as required.

Relationship Building

i. Liaises with City departments and external organizations to develop and maintain partnerships which enhance the Library’s community presence and service commitment.

ii. Represents the Library on committees, both internally and externally, as they relate to the provision of corporate services and other responsibilities as outlined.

People Leadership

i. Provides effective leadership and ensures appropriate staff training is in effect for all corporate services staff.

ii. Coaches and mentors corporate service area managers in all aspects of service delivery including: planning and evaluation of services; performance management; staff training; monitoring of departmental budgets, and internal/external relationship building.

Customer Focus

i. Works with and guides corporate service managers and staff to address and resolve customer service concerns (both internal and external).

Skills and Experience:

The successful candidate will have:

· Bachelor’s degree with Accounting Specialization (e.g. Commerce, Business Administration, Accounting, Finance)

· Comprehensive knowledge and understanding of accepted Canadian Public Sector accounting principles, policies and procedures

· 10 years of directly related financial management experience; specifically experience in financial reporting, planning, budgeting and procurement

· 3 to 5 years of experience in a supervisorial or managerial capacity in a unionized environment

· Proven proficiency in Microsoft Office applications (including advanced Excel), and financial systems and reporting tools; previous experience with JD Edwards, Questica, Caseware, or Smartsheets is an asset

· Knowledge of Board governance procedures and public sector experience

· Demonstrated ability to think strategically, to exercise sound business judgement, discretion, and a high degree of confidentiality

· Strong customer service orientation and the ability to lead and collaborate effectively in a team environment

· Excellent interpersonal and communication skills with differing audiences, including excellent writing, verbal, presentation and listening skills

· Demonstrated critical thinking, strong attention to detail, keen analytical and problem-solving abilities

· Exceptional organizational skills and time management skills with proven ability to multi-task

· Ability to monitor, assess, coach, and motivate employees to high performance

· Ability to communicate and establish effective working relationships with internal and external groups

· Ongoing commitment to professional development and a growth mindset

Salary & Benefits

Salary Range: $114,000 to $137,000 annually; includes a comprehensive benefits package. Hours of work are 75 hours bi-weekly with evening and weekend work required, including on call duties. Working at the Main Branch and reporting to the CEO.
