The City of Kamloops is seeking a passionate and strategic leader to join our Social, Housing, and Community Development team. As the Social Development and Housing Supervisor, you’ll play a vital role in advancing the City’s work on critical social issues, including homelessness, housing, mental health, substance use, childcare, and community safety. Reporting to the Social, Housing, and Community Development Manager, you’ll work closely with senior government, Indigenous partners, community organizations, and internal departments to secure funding, develop infrastructure, and coordinate social supports that serve Kamloops’ most vulnerable residents. In this highly visible leadership role, you’ll oversee key programs like the federal Reaching Home initiative, manage multi-sector partnerships, lead coordinated access systems for unhoused residents, and supervise a team dedicated to building a more inclusive and resilient community. You’ll also drive strategic planning and project management efforts that shape the social development landscape in Kamloops. Requirements

Our ideal candidate will posses the following qualifications:   
1. Completion of a University degree with a focus or Major in Sociology, Social Planning, Community Development, Community Planning, or a related discipline.
2. Minimum of three years’ current (within the last 5 years) experience in social planning, social development, and/or community development.
3. Minimum three years of supervisory experience.
4. Proven experience leading community initiatives that involve working in coordination and partnership with government and community partner agencies.
5. Knowledge of social and community development work, including supports and services for vulnerable populations, initiatives that support community development, and planning frameworks to build inclusive, resilient, and equitable communities.
6. Extensive knowledge of municipal government structure and federal and provincial government granting programs and reporting processes.
7. Experience in project management and managing external consultants, timelines, and project deliverables.
8. Experience in process mapping, report writing and presenting, managing budgets, drafting communications, and conducting and facilitating public and interest holder engagement.
9. Experience in developing, implementing, evaluating, and monitoring plans, strategies, frameworks, and/or new initiatives or systems.
10. Strong interpersonal and communication skills (oral and written), including the ability to clearly, confidently, and professionally present information in diverse environments.
11. Ability to exercise courtesy, tact, diplomacy, and cultural sensitivity.
12. Valid BC Driver’s License - Class 5 or equivalent.


Preferred Qualifications: 
1. Knowledge of urban planning, including an understanding of land use management, official community plans and zoning bylaws, and housing policy. 

Salary & Benefits

This is an exempt position with a salary of $123,803.55 annually. Please note, this is a temporary position for a minimum of one year, subject to change based on the direction of the Chief Administrative Officer.

For new hires, and for those working in designated positions of trust, including those working directly with vulnerable persons, no formal offer of employment will be made until an applicant completes a police information check. A benefit allowance will be provided for this position. This is an exempt management position.
