The Municipal Operational Communication Center Supervisor (Telecommunications Supervisor) is responsible for the daily operation of Strathcona County’s Municipal Operations Communication Centre (MOCC). This includes direct leadership and supervision of operational staff and interaction with clients while ensuring all County and RCMP policies and procedures are followed. This position plays a crucial role in coordinating communication services within our law enforcement agencies and acts as a liaison between various units and teams, including Enforcement Services and the RCMP. 

Responsibilities:

  • Provide leadership, direction, guidance, and development for a strong operational unit of Emergency Telecommunications Operators to support operations for the RCMP and Enforcement Services
  • Recruitment, orientation, scheduling, and performance reviews, as well as ensuring the unit is organized, structured, and staffed appropriately to meet goals and operational requirements
  • As a working supervisor, provide first response to incoming 911 emergency lines, complaint lines, administrative and Enforcement Services lines, prioritizing and dispatching appropriate response in the order of emergent importance
  • Data entry into RCMP/Enforcement Services data bases; store, retrieve and purge files as per retention standards
  • Monitor and audit all incoming and outgoing police radio transmissions and PROS/CIIDS entries
  • Develop and manage unit budget working with department accountant and Operations Support Manager 
  • Provide monthly statistical reporting to Operations Support Manager
  • Ensure compliance with Alberta Emergency Management Agency 911 Standards and Guidelines
  • Coordinate and prepare training and implementation of Emergency Services IP Network (ESInet) for Next Generation 911 (NG911)
  • Act as a liaison between various units and teams within Enforcement Services and RCMP, and facilitate communication and resource coordination between officers in the field and specialty units
Requirements

Qualifications and Skills:

  • Related post-secondary education plus 5 years of experience in a policing (or related) environment 
  • Additional education such as a certificate in Emergency Communications and Response would be considered an asset
  • Supervisory experience and development training is an asset 
  • As a working supervisor, current (within 2 years) CIIDS dispatch experience is an asset
  • Strong understanding of RCMP policies and procedures, including the Criminal Code, federal and provincial statutes, municipal bylaws, and the Canadian legal system and court documents 
  • Knowledge of Alberta Emergency Management Agency 911 Standards and Guidelines 
  • Knowledge of Strathcona County procedures is considered an asset 
  • Proficient computer skills using PROS, CPIC, ROADS, JOIN, CIIDS, and Report Exec (experience with Voice Over Internet Protocol (VoIP) call handling is an asset)
  • PROS End User and IM certified with excellent operational and administrative proficiency to review and audit files; CPIC maintenance certified
  • Strong leadership, team building, and strategic planning skills with a commitment to public safety 
  • Excellent communication skills, both verbal and written, including negotiation skills 
  • Effective listening, analytical, critical decision-making and problem-solving skills 
  • Strong stress management skills and the ability to make quick and accurate decisions in high pressure situations
  • Time management skills including ability to multitask, prioritize incoming and outgoing information, coupled with good judgement 

Conditions of Employment:

  • Ability to obtain a RCMP Enhanced Reliability Security Clearance 
  • Communication centre operates 24/7, 365 days a year, including statutory holidays - shifts may vary based on the needs of service
Salary & Benefits

Salary Range: $85,592.00 - $106,974.40
