Position Summary

Reporting to the Manager of Transportation Services, the Operations Technician is responsible for a variety of operational duties related to Yellowhead County road and bridge systems, erosion and drainage projects, and approach inspections and approvals. This position supports the Manager in delivering transportation and infrastructure-related services for the County.

Position Responsibilities

Transportation and Infrastructure

  • Prepare, coordinate, and administer a variety of maintenance and construction contracts, including crack sealing, line painting, brushing, mowing programs, shoulder pulling, re-gravelling, capital road construction, and bridge maintenance programs;
  • Coordinate pre-construction, progress, and post-construction site meetings as required;
  • Monitor project expenditures to ensure alignment with approved budgets;
  • Review and approve invoices and progress claims for assigned projects;
  • Prepare budget submissions and report on areas of responsibility to the Manager of Transportation Services;
  • Serve as the custodian of the bridge database: manage bridge consultants and BIM inspections, and maintain and regularly update the bridge asset management program;
  • Prepare submission of reports and grant applications to various required Provincial and Federal Government reporting bodies;
  • Ensure all work is carried out safely in accordance with Yellowhead County Council policy and Occupational Health and Safety legislation;
  • Actively manage project risks related to public safety, schedules, scope creep, costs, and contractor performance;
  • Assist in the development of long-term plans for re-gravelling and gravel crushing programs and maintain and update related records;
  • Oversee annual gravelling operations and coordinate with Seasonal Gravel Checker to deliver such operations;
  • Assist in the development and maintenance of suitable databases to support the work of the department, including historical and forecast data, with the ability to present information graphically and textually;
  • Conduct traffic counts and maintain traffic records;
  • Assist in maintaining County infrastructure mapping;
  • Document, investigate and prepare claim reports and respond to complaints from the public for areas of responsibility (road allowances and approaches);
  • Investigate ground conditions and provide comments to the Manager of Transportation Services and General Manager of Infrastructure Services prior to finalizing any utility crossing agreements;
  • Support Planning Services in providing comments about existing road conditions in relation to subdivision applications; and
  • Complete all other duties as assigned.
Requirements

Qualification, Knowledge, Skill & Ability Requirements

Education/Experience

  • Diploma or Degree in Civil Engineering Technology or related field is required;
  • Eligibility to obtain a Civil Engineering Technology (CET) designation is considered an asset;
  • Minimum two (2) years’ experience in road construction and maintenance;
  • Two (2) years’ experience in a municipal setting considered an asset;
  • Strong knowledge of OH&S practices is required;
  • Valid Class 5 driver’s license;
  • Completion of Defensive Driving certificate;

Knowledge, Skills, and Abilities

  • Proficiency in Microsoft Office Suite is required;
  • Proficiency in AutoCAD is desired;
  • Experience in bridge inspections is considered an asset;
  • Experience using GIS is considered an asset;
  • Experience in various negotiations considered an asset;
  • Strong verbal and written communication skills;
  • Strong interpersonal skills, ability to work independently and as part of a team;
  • Proven safety consciousness and promotion of safe working environment is an asset;
  • Ability to multi-task and manage a varying workload;
  • Police Record Check with satisfactory results; and
  • Driver’s Abstract with satisfactory results.
     

Working Environment

  • Work is conducted in an open office and outdoor environment;
  • Regular travel throughout Yellowhead County in various weather and road conditions is required;
  • Potential exposure to various weather and temperature conditions;
  • Overtime may be required from time to time;
  • Work may be conducted alone; and
  • Pressure of handling multiple demands at any given time can be moderate/high.
  • Manual dexterity required to use desktop computer and peripherals; and
  • Ability to multitask and prioritize ever changing work duties as assigned.
Salary & Benefits

The salary range is $90,921 to $112,741 per year. Yellowhead County offers a competitive benefits package.
