The City of Burnaby is undertaking a significant transformation of its People and Culture operations. Guided by a recently completed Lean Six Sigma Review, we are modernizing how payroll, compensation, workforce analytics, and HR technology services are delivered across the organization.

We are seeking an experienced and collaborative leader to serve as Director, HR Systems and Operations for an approximate two-year term. Reporting directly to the Chief Human Resources Officer (CHRO), this executive-level position will lead the implementation of strategic operational improvements across Payroll, Compensation, and Human Resources Information Systems (HRIS). This role offers a unique opportunity to lead organizational change, strengthen service delivery, and help shape the future of workforce operations within one of British Columbia's largest and most progressive municipalities.

Key Responsibilities

  • Collaborate with existing leadership in Payroll, Compensation, and HRIS functions and establish governance frameworks and service standards
  • Lead the implementation of approved Lean Review recommendations, organizational effectiveness initiatives, and operational improvement projects
  • Drive the integration and alignment of Payroll, Compensation, and HRIS operations to enhance service delivery, accountability, and efficiency
  • Strengthen workforce analytics, reporting, and business intelligence capabilities to support informed decision-making and workforce planning
  • Partner with Finance, Information Technology, departmental leaders, and other interested parties to improve operational effectiveness and service delivery
  • Lead business transformation, change management, and continuous improvement initiatives across assigned divisions
  • Provide related recommendations to the CHRO
  • Performs related work as required.
Requirements

Qualifications

Qualifications include a Master’s degree in Human Resources, Business Administration, Finance, or a related discipline, supplemented by considerable leadership experience in human resources, payroll, business operations, organizational transformation, or related fields; or an equivalent combination of education, training, and experience. Professional designation such as CPHR, CPA, PMP, CCP, PCP or a related credential is considered an asset.

The ideal candidate will demonstrate experience and knowledge in one or more of the following areas:

  • Organizational transformation, operational excellence, or service modernization
  • Human resources operations, payroll, compensation, workforce analytics, or related business functions
  • HRIS, ERP, workforce management, or enterprise business systems
  • Change management, process improvement, and continuous improvement methodologies
  • Leadership within a unionized, public sector, or similarly complex organizational environment.

The successful candidate will possess strong leadership, relationship-building, communication, problem-solving, and change management skills, along with the ability to build partnerships, influence outcomes, and deliver results in a complex and evolving environment.
