Reporting to the General Manager of Infrastructure and Planning Services, the Manager of Engineering Services will assist the General Manager in managing the County's engineering and construction program and will be responsible for the oversight of the delivery of engineering services and assigned infrastructure projects. Engineering services and assigned infrastructure projects include but are not limited to, County roadway infrastructure, bridge structures, water treatment and distribution systems, wastewater collection and treatment systems, surface drainage and stormwater systems.
Position Responsibilities
Project Delivery
- Coordinate, implement and supervise the delivery of various road, bridge, erosion, drainage, water, wastewater, stormwater, and other projects as assigned;
- Direct supervision of hired equipment and contractors to ensure efficient project delivery;
- Project cost estimating and control including checking invoices and preparing payment documents;
- Coordinate any required utility adjustments required for planned construction projects;
- Train staff, plan activities, assign work and monitor performance of labour crews;
- Ensure all assigned work is carried out in a safe manner as required by Council policy or legislation, to stop non-compliant work and to report infractions to the General Manager of Infrastructure and Planning Services;
- Liaise with other government departments and landowners for approvals required for project delivery;
- Investigate and respond to complaints and requests made by stakeholders, partners, and members of the public;
- Prepare, implement, and monitor appropriate Traffic Accommodation Strategies for assigned projects;
Engineering and Operational Support
- Manage the collection of roadway surface and appurtenance data necessary for the County’s asset management program;
- Prepare detailed estimates of job costs;
- Develop, review, and approve Terms of Reference (ToR), Request For Proposal documents (RFP);
- Review Traffic Accommodation Strategy (TAS), Environmental Construction Operations plan (ECO), construction specifications and tender documents for all contracted infrastructure related projects;
- Ensure that engineering services provided by consultants are in accordance with County guidelines, policies, and standards, as well as current industry standards and best practice;
- Review and investigate Planning Department requests;
- Prepare and manage the preparation and delivery of contracts for gravelling, line-painting, brushing, grass-mowing, crack sealing or other contracts related to maintenance operations;
- Assist in other related duties as assigned by the General Manager of Infrastructure and Planning Services;
Managerial
- Aid in the planning of department activities and monitor progress to ensure projects are completed on time and within budget;
- Review and manage activities of department staff;
- Prepare, submit, and track infrastructure grant applications;
- Review and approve terms of reference, specifications, and tender documents for internal infrastructure related projects;
- Manage the review of engineering drawings and inspections as part of the development agreement process;
- Ensure the accurate reporting of construction deficiencies and manage the process for issuance of Construction Completion Certificates and Final Acceptance Certificates;
- Manage the inspection and maintenance of County bridge infrastructure;
- Manage the job site health and safety of workers as per the Occupational Health and Safety Act and Workers’ Compensation Act;
- Complete performance and development reviews of direct reports;
- Review and approve time sheets of direct reports;
- Monitor operational work units’ performance in compliance with accepted standards and prepare recommendations and reports for productivity and performance standard improvements;
- Liaise with internal staff, government and outside agencies, contractors, consultants, stakeholders, partners, and the public on road construction projects and provide technical information in response to inquiries;
- Manage the construction of County capital projects related to roads and bridge infrastructure and underground utilities infrastructure to ensure compliance with the accepted or specified standards;
- Research new technology, products, or innovative techniques;
- Participate in the negotiation for the acquisition of required land for road and other infrastructure construction projects;
Financial and/or Material Resources
- Monitor approved expenditures for the projects that are assigned; and
- Ensure that materials purchased for use by Yellowhead County are purchased within policy and the approved budget.
Qualification, Knowledge, Skill & Ability Requirements
Education/Experience
- Degree in Civil or Environmental Engineering;
- Registered Professional Engineer in the Province of Alberta or a Civil Engineering Technology (CET) designation;
- Five (5) years of experience in a rural municipal setting;
- Five (5) years of experience in the implementation and monitoring of capital construction projects;
- Strong knowledge of OH&S practices is required;
- Valid Class 5 driver’s license;
- Completion of Defensive Driving certificate;

- Proficiency in Microsoft Office Suite;
- Strong organization, time management and problem solving skills;
- Strong interpersonal skills;
- Strong verbal and written communication skills;
- Police Record Check with satisfactory results; and
- Driver’s Abstract with satisfactory results.
Working Environment
- Work is conducted in an office and outdoor environment;
- Required travel throughout Yellowhead County in various weather and road conditions;
- Potential exposure to various weather and temperature conditions;
- Work may be conducted alone; and
- Pressure of handling multiple demands at any given time can be moderate/high.
The salary range is $128,135 to $158,887 per year. Yellowhead County offers a competitive benefits package.
