Now Hiring: Manager, Programs & Services (Competition # 26-36)
Parkland County has an opportunity for a permanent, full-time Manager, Programs & Services position in the Technology & Digital Services Department. Under the direction of the Chief Information Officer (CIO), the Manager, Programs & Services is responsible for leading the County’s Information Technology (IT) service delivery program including staff management, project and portfolio management and execution of technology initiatives. This position is responsible for managing the County’s core IT framework within the portfolio to ensure all aspects remain effective and aligned with industry standards and organizational needs. This includes overseeing the IT project portfolio to ensure projects and programs are delivered to enhance service and provide measurable value to the organization. The Manager, Programs & Services leads a team of IT professionals and provides day‑to‑day direction, coaching, and performance management for staff, fostering a culture of service excellence, innovation, and continuous improvement while strengthening the County’s ability to deliver technology solutions that support corporate priorities and community outcomes.
The ideal candidate for this position will have the following:
- A Bachelor’s Degree in business, computing or a related discipline.
- Education or training in Service Management, financial management, public administration, program and project management, business relationship management, vendor and contract management, and change management are considered assets.
- Project Management Professional (PMP), Change Management (ProSci), Information Technology Infrastructure Library (ITIL), Control Objectives for Information and related Technologies (COBIT) and Business Relationship Management Professional (BRMP) certifications are considered assets.
- Five (5) to seven (7) years of experience with End to end IT Service Management framework implementation and operation, resulting in clear and tested Service Level Agreements based on a Service Catalog of IT and related services and products.
- Strong IT project management skills together with values‑based people leadership, fostering a collaborative, respectful, and high‑performing team culture.
- Public sector IT Service Delivery, focusing on the planning, governance, decision-support, tracking, and service assurance aspects of driving business value from investments in data and technology.
- Business Relationship Management moving IT service relationships from transactionally focused utility models to strategic business partner, leveraging evidence-based decision-making.
- Possession of a valid class 5 driver’s license and satisfactory driving record is required.
The total rewards package for this position includes:
A starting annual salary of $121,700 to $131,600, with maximum earning potential for this pay range of $153,900, based on a 35-hour work week and option to join the Earned Day Off Program.
