Position Summary

Under the general supervision of the Supervisor of Roads & Traffic and technical direction and guidance of the Roads Lead Hand, performs utility locates, updates records, verifies measurements, updates city mapping as required, and ensures safe working conditions and practices.  Provides assistance in the maintenance of the City’s infrastructure systems and assets. Participates in the City’s winter maintenance activities.

Primary Duties and Responsibilities

  • Perform locate services for residential, and commercial customers including water, sanitary, storm, streetlights, and traffic signal underground infrastructure assets for both regular and emergency request.
  • Reviews and verifies City-owned infrastructure records regarding excavation locations and construction plans to determine the location of the infrastructure.
  • Locates the underground utilities within an area prior to construction, as required.  
  • Operate various electromagnetic locating equipment including receiver and transmitters designed to assist in the locating and verifying underground infrastructure.
  • Create digital locate sketches through computer applications, computerized management systems and prepare documentation verifying marked underground infrastructure.  Mark lines using coloured flags and/or paint that are specified for each utility asset class.
  • Provide accurate and up to date information on underground utility lines to ensure public health and safety as well as system integrity.
  • Attend site meetings and liaison with city engineers prior to construction projects beginning.
  • Operates winter control equipment including single axle or tandem axle snowplows, trucks with/without spreaders, light trucks and/or sidewalk plows as required within established operating procedures in accordance with applicable policies and standards to ensure regulatory compliance.
  • Performs winter road patrol (road inspection) of municipal roadways and walkways documenting snow and ice conditions.
  • Performs snow shovelling, sanding and salting of bus stops, crossing guard and other locations.
  • Refers unusual situations to the attention of the Supervisor or designate, including unsafe working conditions, road safety concerns and other public safety issues so that appropriate action may be taken.
  • Performs other road and related maintenance activities including, but not limited to, line painting, bridge washing, shouldering, street sweeping, roadside mowing, guardrail repair, transit stop maintenance, turf repair, graffiti removal, etc.
  • Completes and ensures Daily Work Activity Report/Log are completed both manually and/or electronically, pre and post trip inspections are completed, and any deficiencies are reported to their Supervisor.
  • Maintains facility, tools, equipment and vehicles in a clean and tidy condition.
  • Installs and removes traffic data collection equipment.
  • Completes and maintains departmental paperwork through field sheets and/or electronic devices including inspection and activity logs, work orders, maintenance record keeping, patrol records and weather conditions.
  • Complies with all applicable regulations and requirements of the Occupational Health & Safety Act, The Highway Traffic Act, Federal and Provincial regulations, including Corporate, departmental, and divisional, policies, procedures and operating plans.
  • Participates in all Health & Safety requirements as deemed necessary by the Corporation while performing duties, as well as any legislated training/certification required to carry out activities.
  • Performs such other related duties as may from time to time be prescribed by the Supervisor and/or Manager.  Work may be in other departments for emergencies, temporary shortage of staff, lack of work in employees’ department, training opportunities, etc.
  • Participate in training/seminars as required by the Supervisor and/or Manager.
  • Provides excellent customer service when dealing with resident’s inquiries and concerns.
  • Performs other such related duties, responsibilities and functions as may be assigned.

Note: The major tasks and responsibilities outlined above are representative but not all-inclusive.  All activities are expected to be performed in a safe manner in accordance with the Occupational Health and Safety Act and its Regulations along with Corporate Safety policies, procedures and programs.  In addition, all necessary personal protective equipment must be used and maintained in good condition. This position must be compliant with all provisions of the Occupational Health and Safety Act, related to “Duties of a Worker.”

Requirements

Qualifications

  • Ontario Secondary School Graduation Diploma or equivalent.
  • Ontario Regional Common Ground Alliance (ORCGA) certification.
  • Ontario One’s Professional Locate Administrator Course (PLAC) Completion Certificate.

Experience

  • 2- years of experience and/or technical skills in utility locates for municipal infrastructure. 

Knowledge/Skill/Abilities

  • Working knowledge of the Occupational Health & Safety Act and the Ontario Underground Infrastructure Notification System Act.
  • Demonstrated understanding of municipal infrastructure drawings as it applies to construction plans to determine the location of the infrastructure.
  • Technical expertise with respect to radio detection and electromagnetic locating equipment, including receiver and transmitters designed to assist in the locating and verifying of underground infrastructure.
  • Excellent time project management, organizational, analytical, record-keeping, work prioritization, and problem-solving skills.
  • Ability to distinguish colours for marking utilities.
  • Must have good hand-eye coordination, mechanical aptitude, alertness, and safety consciousness.
  • Good working knowledge of Windows operating systems, Microsoft Office, UtiLocate, CMAP, Esri, e-mail and web experience. 
  • Ability to complete digital locate sketches through computer applications, computerized management systems and prepare documentation verifying marked underground infrastructure.
  • Thorough knowledge of the Occupational Health & Safety Act.
  • Must have ability to communicate effectively, professionally, and courteously with all levels of staff, developers, contractors, and the general public.
  • Must be able to follow instructions, work independently or in a team environment.
  • Ability to complete forms, schedules, checklists, reports and maintain accurate records.

Driver’s Licence

  • Ontario Driver’s Abstract required
  • Must possess a valid “G” Ontario Driver’s Licence and access to reliable transportation
  • Must possess or be willing to obtain a valid “DZ” Ontario Driver’s Licence

Working Conditions

  • Required to work outside in typically unfavourable road and weather conditions.
  • Works in close proximity to heavy equipment, traffic, and in adverse conditions.
  • Must have physical capabilities of performing duties.
  • Requires mental and visual concentration.
  • With appropriate safety precautions, must be able to tolerate dusty, noisy, and odorous conditions.
  • Works independently, undertakes a variety of tasks and performs them with minimal supervision.
  • Required to work beyond the normal hours of work and be part of a on-call rotation.
  • Must be able to respond to emergencies within a reasonable period of time. 
  • May participate in the Roads operation on call rotation as assigned.
  • May be required to work within other Service Areas.
