Position Summary

Under the general supervision of the Supervisor of Water and Wastewater and technical guidance and direction of the Water and Sewer Lead Hand, operates, inspects, repairs, and maintains the water and sewer (sanitary and storm) infrastructure and related appurtenances within approved policies and guidelines, and in compliance with Ministry of Environment, Conservation and Parks (MECP) Regulations and Drinking Water Quality Management System (DWQMS) Operational Plans and procedures for the provision of water and sewage services.

Primary Duties and Responsibilities

  • Performs all functions related to the construction, maintenance, repair and operation of waterworks infrastructure i.e. booster station equipment, watermains, valve chambers and valves, water services, and hydrants and water quality testing.
  • Performs all functions related to the construction, maintenance, repair and operations of sewer infrastructure i.e. storm & sanitary sewers, manholes, catch basins, private drain connections and stormwater management facilities.
  • Uses hand & power tools, operates light & heavy trucks, loaders, compressors, pumps, underground locate equipment & other specialized waterworks and sewer works equipment, including the sewer jet flusher.
  • Operates vehicles and equipment within established operating procedures in order to ensure that all applicable guidelines, procedures, regulations are complied with.
  • Assists in solving water distribution, drainage, and/or sewer related problems.
  • Performs sewer and waterworks inspections and testing, pressure testing, chlorination, and swabbing, as required.
  • Completes and ensures Daily Work Activity Report/Log are completed both manually and/or electronically, pre and post trip inspections are completed, and any deficiencies are reported to their supervisor.
  • Maintains the facility, tools, and equipment in a clean and orderly state.
  • Completes and maintains departmental paperwork through field sheets and/or electronic devices including inspection and activity logs, work orders, record keeping, Ministry forms and completes reports as necessary.
  • Complies with all applicable regulations and requirements of the Occupational Health & Safety Act, The Highway Traffic Act, Federal and Provincial regulations, including Corporate, departmental, and divisional, policies, procedures and operating plans.
  • May be assigned the duties of Overall Responsible Operator (ORO) as required.
  • Participates in the Master Rotation Schedule including the after-hours and weekend on call system.
  • Provides excellent customer service when dealing with resident’s inquiries and concerns.
  • Performs other such related duties, responsibilities and functions as may be assigned.  

Note: The major tasks and responsibilities outlined above are representative but not all-inclusive.  All activities are expected to be performed in a safe manner in accordance with the Occupational Health and Safety Act and its Regulations along with Corporate Safety policies, procedures and programs.  In addition, all necessary personal protective equipment must be used and maintained in good condition. This position must be compliant with all provisions of the Occupational Health and Safety Act, related to “Duties of a Worker.”

 

Requirements

Education/Experience/Skill

Qualifications

  • Ontario Secondary School Graduation Diploma or equivalent.
  • Must have MECP Class I Certification for Water Distribution and Class I Certification for Wastewater Collection systems.
  • A minimum accredited 2-year College Diploma in Environmental Science or Technology, or equivalent is considered an asset.

Experience

  • Three (3) years operational experience in municipal Water Distribution and Wastewater Collection systems.
  • Operational experience with a wide variety of heavy equipment is considered an asset.

Knowledge/Skill/Abilities

  • Must have working knowledge of legislation applicable to water distribution and wastewater collection in order to operate the water and sewer systems within regulatory requirements.
  • Thorough knowledge of Occupational Health & Safety Act with emphasis on trenching, excavation, confined space entry and traffic control.
  • Ability to learn and follow DWQMS Operation Plans and procedures.
  • Must have knowledge and ability to use personal protective equipment (PPE) including but not limited to confined space entry equipment.
  • Ability to work from and interpret work orders, specifications, standards, and instructions and to interpret engineered drawings, sketches, diagrams, and manuals. 
  • Ability to complete forms, schedules, checklists, reports and maintain accurate records.
  • Ability to work well in a team environment.
  • Ability to work unsupervised in a variety of maintenance and emergency situations.
  • Demonstrated computer aptitude is required and familiarity with the operation of SCADA and CMMS systems is preferred. 
  • Must have the ability to communicate effectively, professionally, and courteously with all levels of staff, developers, contractors, and the general public.

Driver’s Licence

  • Ontario Driver’s Abstract required
  • Must possess a valid ‘G’ Ontario Driver’s Licence and access to reliable transportation
  • Must possess a valid ‘DZ’ Class Ontario Driver’s Licence

Working Conditions

  • Physical dexterity and light to heavy activities including digging, lifting, valve actuating, operating equipment and driving.
  • Required to work in confined spaces and trenches, noisy and/or unsanitary environments.
  • Works in close proximity to heavy equipment, traffic, and in adverse conditions.
  • Exposure to inclement weather conditions, noise, dirt, chemical and sewage odours, and human waste.   
  • May require operation of equipment i.e. portable generators, dump trucks, sewer jet flusher.
  • Works independently, undertakes a variety of tasks and performs them with minimal supervision.
  • May be required to work outside and beyond the normal hours of work.
  • Must participate in the standby on call rotation. 
  • Must be able to respond to emergencies within a reasonable period of time. 
  • May be required to work within other Service Areas.
  • May be required to move or lift heavy objects.

 

Salary & Benefits

  • Remuneration: $36.00 per hour base rate (base rate includes 2 MECP certificates; water distribution class 1 and wastewater collection class 1), plus an additional 2% premium for additional MECP water distribution and wastewater collection certificates held.
