The Infrastructure Planning & Analysis Division of the Engineering Department is seeking a strategic, motivated, and experienced professional engineer to join our team as Utilities Engineering Program Manager with a portfolio focus on the Sanitary Sewer Collection system. The focus of this position is to:
- Develop and implement the system Master Plan, Capital Program and other strategic plans
- Take a leadership role in the Sanitary Asset Management Plan
- Analyze impacts on the system as are result of development applications or operational changes
- Collaborate with Operators to optimize system functionality
- Lead your own technical team in the works related to system management.
This role plays a pivotal part in achieving municipal service objectives and ensuring alignment with servicing regulations. This position is responsible for guiding activities from investigation and diagnosis to project scoping through to implementation and reporting, while building and maintaining effective relationships with internal and external stakeholders.
Qualified candidates have:
- A Bachelor of Applied Science in Civil Engineering or a related field.
- Registered as a qualified professional in the discipline of wastewater collection and conveyance with Engineers and Geoscientists of BC (EGBC).
- A minimum of six (6) years of progressive experience in utilities engineering, including at least one year of supervisory experience overseeing technical staff.
- A demonstrated knowledge of municipal asset management principles, relevant legislation, and engineering best practices in sanitary sewer analysis and infrastructure assessments.
- A proven ability to build partnerships, communicate effectively with technical and non-technical audiences, and lead teams in a unionized environment.
- Ability to run hydraulic modeling software would be an asset.

The annual salary for this exempt position is $108,790 - $127,980 (2024 rate, 2026 rate adjustments are under negotiation) and an excellent benefits package.
