Lac La Biche County is seeking a dynamic, strategic, and experienced leader to join our Senior Leadership Team as General Manager, Infrastructure. This executive-level role offers a unique opportunity to shape the future of infrastructure services in a growing and diverse municipality while leading high-impact teams and projects that directly serve our community.

About the Role

Reporting to the Chief Administrative Officer (CAO), the General Manager, Infrastructure provides leadership, strategic direction, and overall accountability for the delivery of Public Works, Planning & Development, and Engineering services. As a trusted advisor to Council, the CAO, and the public, this role balances technical expertise with strong people leadership, financial stewardship, and a commitment to exceptional customer service.

As a member of the County’s Senior Leadership Team (SLT), the General Manager contributes to corporate strategy, policy development, and organizational excellence, helping guide Lac La Biche County toward long-term sustainability and success.

Key Responsibilities

  • Lead and manage multidisciplinary teams across Public Works, Planning & Development, and Engineering.
  • Develop and oversee operating and capital budgets; monitor expenditures and ensure strong financial controls.
  • Provide expert advice to Council, the CAO, and the public on infrastructure matters.
  • Oversee infrastructure projects to ensure delivery on scope, schedule, quality, and budget.
  • Contribute to corporate strategy, policy development, and organizational excellence.
  • Represent the County on committees, boards, and interdepartmental teams.
  • Promote safety, compliance, and community-focused service.
Requirements

Qualifications & Experience

  • Education: Degree in Business, Engineering, or related field; Master’s degree considered an asset.
  • Professional Designation: P.Eng. with APEGA and PMP certification considered a definite asset.
  • Experience: 10+ years of progressive experience, including 5+ years in a senior leadership role, preferably in public sector or local government.
  • Strong knowledge of Public Works, Planning & Development, and Engineering principles.
  • Proven leadership, financial management, project oversight, and stakeholder engagement skills.

Position Details:

  • Permanent full-time
  • Based on 1820 hours annually with a 7 hour workday, Monday to Friday, from 8:30 a.m. to 4:30 p.m.  Additional hours may be required in the evenings or weekends for emergency duties or special projects.
