Position Summary
Reporting to the Manager, Social Services & Early Years, the Supervisor, Client & Finance Administration, is responsible for day to day clerical scheduling, financial and administrative program development and compliance, monthly financial reconciliation to the Province, project management initiatives, and the collaboration and coordination of administrative service delivery standards.
KEY DUTIES AND RESPONSIBILITIES:
Managing direct reports to accomplish departmental objectives by assigning work, setting schedules, resolving problems, and identifying appropriate individual goals aligned with individual capabilities, work requirements, and organization’s vision and strategic plans.
Completes financial reconciliations to the province in compliance with subsidy claim guidelines and program delivery standards. Provides financial management and supports efficient operations of the Ontario Works program. Facilitates staff, client, and third-party vendors inquiries on financial issues, verifying and relaying information, ensuring confidentiality is maintained. Reviews documents created internally, and those submitted to the department by external agencies, for completeness prior to providing to the manager and follows up on incomplete documentation. Evaluates proposed policy and program changes to determine financial impacts on the department and Corporation, and advocates for fiscally prudent resolutions.
Planning and coordinating program development and change management as initiated and visioned by governing provincial authorities. Aligning outcomes with local market needs and provincial legislative requirements, communicating with staff, and initiating training initiatives as necessary. Collaborating with senior management and providing financial input into the development of programs and policies, ensuring optimal use of funding.
Maintains the department's confidential files and records, manages the departmental transition to electronic document management, retrieving and archiving files for storage in accordance with Corporate standards, by-laws, and protocols to ensure files and records are appropriately maintained and organized.
Acts as a department resource on financial programs and services, advising stakeholders within and outside the department on procedural matters to support consistency across the organization, government agencies, and community partners.

Qualifications, Competencies
Degree/diploma in Business, Public Administration, Human Services, or a related field.
3 - 5 years supervisory experience (preferably in a unionized environment) in a municipal or social services administration environment.
3-5 years experience in Ontario Works and/or Ontario Disability Support Program legislation preferred.
Accounting designation preferred.

Skills, Abilities, Work Demands
Knowledge of the Ontario Works Act and Regulations and Ontario Disability Support Program Act and Legislation.
Advanced proficiency skills in Microsoft Office and Social Assistance Management System (SAMS).
Strong and effective problem-solving skills.
Strong financial management skills with understanding of accounting principles, budgeting, and financial reporting and analysis.
Strong organizational skills and with the ability to prioritize work in a demanding environment.
Demonstrated leadership skills with the ability to coach, motivate, and develop employee to achieve success.
Demonstrated conflict management skills and methods to reduce tension or conflict between two or more people.
Ability to research, analyze, and formulate solutions to complex issues.
Proficient knowledge of related policies, procedures, legislation and initiatives.
Required to obtain and maintain a satisfactory criminal record check.
