Financial Analysis:
- Provide financial analysis and expertise and support to operating departments in the areas of financial analysis, budget development, financial reporting and Ministry reporting and special projects.
- Provide financial analysis to support the business case development foundational to the decision-making process.
- Other related duties as assigned.
Budget Planning and Support:
- Provide financial support to the operating departments in the development of the annual and long-term budget planning (capital and operating) and subsequent monitoring of performance against budget.
Compliance Reporting and Controls:
- Provide support in completing financial reporting required by Operating Departments to various Ministries on program spending.
- Review and maintain internal controls and perform risk assessments of internal County departments and programs to ensure compliance with financial policies and procedures and contractual obligations. Develop policies and procedures to strengthen controls.
- Support operating departments in financial administration and accountability of third-party service providers contracted by Hastings County through subsidy calculations, reconciliations and on-site audits as required.
- Responsible for the monthly reporting of the revenues and expenditures by Department including account analysis and reconciliation.
- Lead role in the financial year end process including account analysis and reconciliations, preparation of audit working papers, completion of the Ministry of Municipal Affairs Financial Information Return and liaise with auditors.
- Foster interdepartmental relations including providing education and training sessions as may be required periodically to ensure the County operates in a fiscally responsible manner and in accordance with County guidelines and policies.
- Complete Program and Statistical claim forms required by Federal and Provincial Governments and agencies.
Asset Management:
- Assist in the development and maintenance of Financial Policies and Procedures.
- Reporting and maintaining tangible capital asset inventory and reconciling general ledger as required.
- Providing asset management analysis including analyzing and maintaining the County’s asset inventory listing, maintaining and updating the asset management plan and assisting with integration and reconciliation of the plan.
Health and Safety:
- Be aware of and carry out the duties of the Supervisor as set out in the Occupational Health and Safety Act and County policies.
MINIMUM QUALIFICATIONS
- Three-year University Degree in Finance, Commerce, Business Administration or related discipline.
- Professional accounting designation required.
- Chartered Professional Accounting
- Software – Excel, Word, Great Plains
- Current and clear Criminal Background Check.
- Minimum three years of prior relevant financial experience.
- Demonstrated knowledge of accounting principles and financial statements.
- Exceptional Analytical, investigative, research skills and problem-solving skills.
- Ability to communicate ideas and directives clearly and effectively.
- Excellent written and verbal communication and presentation skills.
- High level of proficiency in computer applications (ie. Microsoft Office Suite Outlook, Excel, Word, PowerPoint).
- Ability to work independently and able to organize and prioritize work to meet deadlines. Highly self-motivated and directed.
HOURS OF WORK:
- Normal hours of work are Monday to Friday, 8:30 a.m. to 4:30 p.m. (35 hours/week).
- Occasional overtime may be required for project completion.
WAGE RANGE: 2025: $91,749 - $107,334 (2026 cost of living adjustment – to be determined)
