The City of Lethbridge Facility Services Department takes pride in providing quality building environments for our employees and citizens across a wide variety of business service areas, spanning administration and operations locations, to leisure facilities. STATUS: Full Time Permanent
HOURS OF WORK: 37.5 hours per week
As our top candidate, you will be responsible for implementing building retrofit projects and designing building systems that meet the needs of the City for efficiency, safety, reliability, and cost effectiveness. You will use your professional judgement and knowledge of industry codes to guide the design of building systems and the establishment of any critical operating parameters. Key components of this role include project management, engineering design, and the creation and maintenance of accurate and accessible building system documentation. You will also develop and undertake commissioning procedures and activities to ensure the successful start-up, operation, and turnover of City operated building systems. The successful candidate will translate their vast knowledge and experience of building mechanical/electrical equipment and systems and their interrelatedness into innovative ideas on how to reduce the energy consumption of the City’s buildings.
Reporting to the Planning and Projects Manager, the Facilities Engineer maintains an accurate understanding of the design and operation of building systems, and will also plan, design, and implement building system installation and retrofit projects.
The position will be responsible for the following:
Design and Analysis
- Designs and professionally authenticates any new or revised building systems and control sequences of operation.
- Monitors building system performance, and analyses trend data to verify effectiveness of programming and set point changes.
- Develops design standards and recommendations.
- Produces feasibility reports.
Document Management
- Documents key engineering information related to the design and operation of building systems.
- Compiles, creates, and maintains accurate records of the following: building system descriptions, control system sequences of operations, schematic system diagrams, listing of required and recommended operating set points, and any other related information.
Project Management
- Manages the implementation of assigned mechanical and electrical projects through planning, procurement, design, construction, and post-construction stages of projects, ensuring scope, budget, and schedule requirements are met.
- Coordinates planning, design, and construction with facility stakeholders and operators, including community groups, organizations, and grant funding agencies where applicable.
- Manages multiple projects of varying scope and complexity at any given time. Confirms and adjusts prioritization as required.
Other Duties
- Provides technical advice/assistance to the department’s technical and project management staff.
- Leads commissioning and re-commissioning activities.
- Reviews monthly utility data and monitors the output performance of the City’s solar photovoltaic systems.
- The Facilities Engineer may be required to perform other duties related to the department’s service delivery.
Qualifications & Experience:
- Undergraduate degree in mechanical or electrical engineering, and a minimum of 5 years of related experience in the building industry, preferably in the areas of design consulting or project management with progressively increasing levels of responsibility.
- Registered Professional Engineer (P.Eng.) with APEGA.
- Valid Class 5 driver’s license.
- Experience and knowledge of the construction process and capable of effectively communicating with project managers, maintenance staff, consultants, contractors, and building occupants.
- A thorough understanding of all building mechanical and electrical equipment and systems, and how they interrelate.
- Knowledge of government legislation and industry standards related to building mechanical and electrical systems (e.g. building codes).
- Strong interpersonal, leadership and team building skills with the ability to motivate others.
- Excellent analytical and problem skills.
- Strong computer skills including proficiency with MS Office.
- Excellent written and verbal communication skills.
- Ability to work independently and as part of a team.
- A willingness to stay current with relevant industry best practices and standards.
Additional Requirements:
- Applicants must submit a copy of their post-secondary credentials & APEGA standing.
- The successful incumbent will be required to use their personal vehicle to travel throughout the City and must maintain appropriate insurance coverage for this purpose.
- The successful incumbent may occasionally be required to work beyond regular working hours and on weekends.
- Short-listed candidates may be required to successfully pass a Police Information Check (PIC).
Interviewed candidates will be required to complete a written test following the interview as part of the evaluation process. The test will consist of questions designed to assess the candidate’s technical knowledge, analytical and problem-solving skills, and communication skills.
