Job Summary
The Program Manager for Emergency Management and Business Continuity is designated as the Municipal Community Emergency Management Coordinator (CEMC) reporting directly to the Fire Chief. The Program Manager works in close collaboration with the Fire Chief, Executive Leadership Team, Directors, Managers, designated business continuity leads and key emergency management stakeholders from public, private and non-governmental sectors, as they lead the development, implementation, maintenance and overall management of Markham's comprehensive Emergency Management and Business Continuity Programs. This leadership role involves a dual focus on municipal compliance with provincial regulations outlined in the Emergency Management and Civil Protection Act, RSO 1990/04, as well as overseeing the seamless integration of business continuity strategies in supporting community emergency management response and recovery activities through application of the core principles of the Incident Management System (IMS). The Program Manager is responsible for increasing awareness of the Emergency Management Program elements across the organization and continued building of public awareness in emergency preparedness to support Markham in continuing to be a disaster resilient community.
Key Duties and Responsibilities
Strategic Planning and Compliance:
- Initiate, lead, and manage diverse activities aligned with legislated mandates under the Emergency Management and Civil Protection Act (EMCPA) RSO 1990/04 to ensure regulatory compliance.
- Develop and execute emergency management program elements, ensuring efficient and timely implementation.
- Lead the update and review of infrastructure susceptible to emergencies in accordance with regulatory compliance requirements.
- Maintain and update the municipality's Emergency Plan while ensuring compliance with regulations and requirements.
Stakeholder Collaboration and Coordination:
- Collaborate with the Fire Chief, alternate designated CEMCs, Executive Leadership Team, and Directors to ensure seamless coordination across the organization.
- Build and maintain collaborative relationships with internal Markham staff, neighboring municipalities, provincial/federal authorities, agencies, and organizations, and local groups for a coordinated response to large-scale emergency events.
- Participate as a member of committees such as the Markham Control Group, Markham Emergency Planning Committee, and York Region Community Emergency Management Coordinator Committee.
Business Continuity Integration and Awareness:
- Oversee the development and updating of the City business continuity plan program to ensure currency and response to changing needs.
- Provide guidance in integrating departmental business continuity plans with corporate business continuity strategies through engagement with BCP Leads and Directors.
- Enhance awareness of the Emergency Management Program and Business Continuity efforts through effective communication, education, and training.
- Drive public awareness campaigns promoting community-wide emergency preparedness, resilience, and business continuity.
- Attend community events to promote awareness on emergency management and preparedness
Expert Support and Crisis Management:
- Offer expert support to the Fire Chief and Executive Leadership Team during emergencies and business continuity crises.
- Play a vital role in advancing the municipality's reputation as a disaster-resilient community with robust business continuity and emergency management frameworks.
Program Development and Implementation:
- Lead activities related to emergency and business continuity exercises, training, and Emergency Operations Centre maintenance.
- Take the lead in developing, conducting, and reviewing Hazard Identification and Risk Assessment in alignment with the EMCPA.
Training and Expertise:
- Ensure documentation and compliance with training and knowledge requirements for Municipal Emergency Control Group members.
- Undertake research, analysis, and prepare reports for relevant bodies on emergency management topics and issues.
- Participate fully in community response and recovery efforts during emergencies, providing guidance and expertise in business continuity, crisis management, and Emergency Operations Centre activation and operation, guided by principles such as the Provincial Incident Management System.

REQUIRED SKILLS & COMPETENCIES
- Bachelor's degree in Emergency Management, Business Administration, Public Administration, or related field (Master's preferred)
- Minimum of five years extensive experience in executive-level emergency management, crisis response, business continuity planning, and program management in a large operational organization
- Certified Associate Business Continuity Professional (ABCP) certification is required.
- Strong familiarity with provincial regulations, particularly the Emergency Management and Civil Protection Act RSO 1990/04.
- Demonstrated expertise in Incident Management System and Emergency Management, supported by Provincial certifications or post-secondary institutions
- Advanced knowledge of relevant regulations and legislation related to municipal emergency preparedness including the Emergency Management and Civil Protection Act, Ontario Regulation 380/04, Fire Prevention and Protection Act, and the Municipal Act, as well as industrial or quality standards such as CSA Z1600, NFPA 1600, ISO 22301.
- Demonstrated knowledge in adult education and proficient in delivering presentations aligned with using various adult learning styles.
- Demonstrated ability in developing and conducting various types of emergency exercises (discussion and operation based).
- Excellent communication skills for effective stakeholder engagement, public outreach, and cross-functional coordination.
- Proficient in Incident Management System and its application to the Municipal Emergency Operations Centre is an asset
- Strategic thinker capable of driving initiatives to enhance community preparedness, organizational resilience, and business continuity.
- Previous leadership experience is highly advantageous.
- Valid Ontario Class ‘G’ Drivers license as well as ready access to a reliable motor vehicle for use on corporate business (mileage reimbursed)
- Occasional evening and weekend meetings/events or exercises are required
Salary Range:$106,548.00 To $139,677.00 Annually
