About the Role:
This position is responsible for the procurement and disposal, operation, maintenance, repair, and modification of all corporate vehicles and mechanical equipment. It also manages the implementation of effective preventative maintenance practices and identification of equipment for replacement/disposal. This includes all asset management planning, reporting and data analysis work required. The incumbent utilizes Decision Optimization Technology (DOT) and Cityworks to track assets and prepares, develops, and maintains reports to support business operations. This information will be used for all new fleet purchases.
What You Will be Doing:
- Manages the Fleet division, which includes providing guidance and direct oversight to the Equipment Operator Trainer and Fleet Supervisor, and indirect oversight of 10 Technicians performing maintenance repairs to all Corporate units, equipment and assets.
- Providing equipment maintenance, repair and modification for user departments. This involves selection of suitable equipment, implementation of effective preventative maintenance practices and identification of equipment due for replacement/disposal.
- Responsible for ensuring that the City is in compliance with the CVOR certificate.
- Supervision, direction, and update training of the EOT and licensed mechanics to perform repairs, maintenance, and modifications of City equipment.
- Monitoring and arranging for all required inspections/testing/repairs to be performed as necessary to maintain all proper licensing of all City equipment. This involves liaison and record-keeping in accordance with Ministry of Transportation, Labour, Immigration, Training and Skills Development, and Environment for safety requirements for safety inspections, load testing, exhaust air emissions, etc.
- Liaising with user department, equipment operators, equipment and parts suppliers, outside service providers, regulatory agencies, and other municipal equipment service providers, to stay current with all industry developments.
- Developing policy on the operation, maintenance, and use of City equipment in partnership with the user departments for its safe, efficient, and effective use.
- Arranging for the selection, supply, and replacement of all materials, tools, and replacement parts for operation of the city vehicle repair/maintenance facilities.
- Experience in procurement of various types of vehicles and equipment. Including preparing the technical specifications of all fleet acquisitions to ensure new equipment meets the operational needs of the user groups.
- Maintains the fleet asset inventory in our asset management systems.
- Ensures the DOT system is appropriately utilized, and that asset scenario information, including the tracking of asset replacement costs, can be derived accurately and timely. Responsible and accountable for all fleet assets, ensuring accuracy and delivery of capital planning.
- Uses Cityworks and DOT (combination) to track and develop vehicle replacement specifications, maintain performance metrics and targets, evaluate metric statuses, and implement counter measures to address issues.
- Performs capital planning and budgeting for all corporate fleet and equipment.
- Completes vehicle maintenance filing, billing, parts ordering, approvals/signoffs, sourcing of outside vendors, P Card reconciliation, and general office work.
- Other related duties as directed by the Director of Municipal Works.
- The efficiency and effectiveness of over 11 staff performing the maintenance and repairs on over 680 pieces of City equipment across three locations.
- The transfer of equipment to surplus status and utilization or disposal of it, subject to conditions as provided by the Financial Management Services Department.
- Preparation, monitoring and control of an annual operating budget of approximately $3,200,000.00 (2025).
- Specification, purchase and acceptance of new fleet equipment on an annual basis (together with Purchasing).
About You:
Qualifications:
- Post-secondary 3-year diploma in Fleet Management, Automotive Parts and Service Operations, Automotive Business, Business Administration or a related field.
- Certified Automotive Fleet Manager through NAFA, Fleet Management Association or equivalent.
- Register Authority under CVOR or able to obtain.
- Minimum 5 years supervisory experience in a similar unionized environment.
- Minimum five (5) years experience in repair of heavy construction equipment, hydraulic repair procedures of pumps, valves, motors and cylinders, and must have knowledge of the repair requirements for large industrial water pumps as found in street flushers and fire trucks.
- Ability to organize, control, and explain equipment repair/maintenance operations so as to reconcile both long term and immediate needs of the user departments.
- Understanding of the governance of municipal operations, including operational and procurement processes and regulations.
- Must have Class “G” level driver’s licence in good standing and ability to provide a clean driver’s abstract.
- Class D Driver’s licence with Z endorsement is preferred.
- Experience with garage maintenance practice, preventative maintenance theory, applicable legislation, industry standards, fleet management practices, processes, and administration.
- Knowledge of applicable legislation such as the Ministry of Labour, Immigration, Training and Skills Development, Ministry of Transportation, Highway Traffic Act, Motor Vehicle Inspection Station Licence, Occupational Health and Safety Act, and Commercial Vehicle Operator’s Registration.
- Knowledge of and competency in Preventative Maintenance Management and Asset Management Systems, Fuel Management Systems, and Diagnostic Systems.
- Experience with budget development and preparation.
- Knowledge of hydraulic systems, gas/diesel engines, air braking systems, steering systems, electrical components, snow plough equipment, transmissions, and axles.
Skills:
- Excellent interpersonal and communication skills with the ability to interact and communicate (orally and in writing) effectively with all levels of the organization. Must also have the ability to communicate information that will be understood by a diverse group of employees and external vendors
- Strong computer skills with Microsoft Office, Cityworks, DOT, Peoplesoft, databases for fleet management.
- Ability to read specification sheets.
Other Requirements:
- Knowledge of corporate fleet management principles such as: asset management, business management, financial management, maintenance management, risk management, emergency vehicle maintenance, and vehicle fuel maintenance.
- Experience with garage maintenance practice, preventative maintenance theory, applicable legislation, industry standards, fleet management practices, processes, and administration.
- Proven completion of Ministry of Labour Worker Health and Safety Awareness training. A demonstrated commitment to enhancing a safety culture.
- Proof of education will be required upon hire.
