OVERVIEW OF POSITION
Reporting directly to the Director of Legislative Services and Town Clerk, the Manager, Human Resources is responsible for leading and driving strategic human resources initiatives that align with the Town's mission and values. This position is responsible for the implementation and management of all Human Resources activities within the Town, ensuring that HR policies, programs, and processes promote a positive, inclusive, and performance-driven corporate culture. The HR Manager will oversee both strategic and operational HR functions, including, but not limited to, recruitment, employee relations, health and safety, compensation and benefits, employee engagement, organizational development, and performance management.
MAJOR RESPONSIBILITIES
- Provide leadership and strategic guidance to the corporate leadership team on HR matters, ensuring consistency of HR practices throughout the corporation.
- Research, develop, update, and recommend changes to the CAO with respect to the Town’s personnel policies and procedures.
- Regularly review and stay up to date on the latest HR trends, tools, best practices, and HR legislation, making recommendations to ensure compliance.
- Develop and monitor the annual business and budget plan for HR.
- Oversee the Town’s recruitment efforts in partnership with Department Heads to ensure hiring processes align with the corporation’s needs.
- Oversee the design, implementation, and management of the Town's compensation program, ensuring competitive strategies, salary structures, pay equity compliance, performance-based salary progression, in alignment with corporate goals and objectives.
- Oversee the administration of a comprehensive benefits program, including health and wellness, retirement plans, work-life balance initiatives, and employee assistance programs, ensuring market competitiveness and alignment with the Town's strategic goals.
- Develop and manage the Town’s performance management processes, including setting objectives, conducting performance reviews, and formalizing employee development plans.
- Identify ongoing training and coaching needs for staff and assist the Department Heads in managing individual development plans to support employees' growth and skills development.
- Partner with managers to address and resolve employee relations concerns.
- Lead and conduct thorough investigations into employee complaints, misconduct, or violations of company policies, and recommend corrective actions.
- Provide expertise and guidance to managers and staff regarding disability and other accommodation requests.
- Manage workplace accommodation, disability-related matters, and the return-to-work process with staff and managers.
- Recommend and collaborate with leadership to develop and implement HR strategies to enhance employee engagement.
- Lead internal efforts related to EDI (Equity, Diversity and Inclusion) and wellness initiatives.
- Successful completion of a University Degree in Human Resources, Public Administration, Business Administration or relevant.
- Minimum of 5 years of experience in Human Resources Services.
- A minimum of 2 years’ supervisory/management experience, preferably in a public sector organization.
- HR-related designation (i.e CHRP/CHRL) is required and a current membership with the Human Resources Professional Association (HRPA).
- Thorough knowledge and experience of HR legislation, best practices and employee relations.
- Demonstrated understanding of compensation and benefits administration, job evaluation and pay equity.
- Strong attention to detail and high degree of accuracy, analytical thinking and planning skills.
- Effective leadership skills with the ability to communicate effectively and demonstrate strong public relations skills with staff, management, and the public.
- Excellent problem solving and conflict resolution skills with strong verbal and written communications skills.
- Satisfactory passing of a criminal record check.
- Hybrid work environment, including three days spent in-office and two days working from home.
- This position works 35 hours a week, 8:30am-4:30pm, Monday to Friday, however the incumbent may also work outside of regular business hours.
- The salary range for this position is $130,136 -$152, 241.
- The Town offers an excellent comprehensive benefit package, and participation in the Ontario Municipal Employee Retirement Scheme (OMERS) pension plan.
