Position Overview:
The City of Prince Albert is currently seeking a Human Resources Consultant to join our team! This permanent, full-time position will provide a wide range of Human Resource and Labour Relations functions for Employees, Managers and City Administration. This incumbent will provide advice and guidance on recruitment and selection; performance management; training and development; Collective Agreement administration, collective bargaining, policy interpretation and development as well as labour relations, grievances and arbitrations.

Principle Duties & Responsibilities:
• Provide daily advice, guidance and support to managers and staff on the interpretation of the collective agreements, human resource programs, labour relation matters, performance and attendance management, and personnel procedures and policies.
• Lead the management of grievances and labour relations matters by performing duties such as providing information/background on issues, participating in union/management meetings and determining grievance outcomes.
• Represent the City as Member on the Bargaining Committees for a variety of collective agreements, including researching, developing proposals and recommending settlements.
• Manage the recruitment process by preparing and/or verifying staffing requests and the subsequent postings and advertisements, screening applicants, coordinating the interview process and extending offers of employment.
• Support with HR initiatives onboarding/offboarding, communication, management training, leaves requests, auditing overtime and leave utilization.
• Lead attendance management and accommodation initiatives.
• Support Arbitration and Labour Board processes.
• Ensure that practices are consistent and comply with legislation, collective agreements, administrative regulations, and policies and procedures.

Requirements

Required Qualifications:
• Degree in Human Resources or a related field or an equivalent combination of education and experience.
• 3+ years of experience in Human Resources /Labour Relations in a unionized environment.
• Collective bargaining and arbitration experience would be an asset.

Key Knowledge, Technical Skills and Abilities
• Knowledge of policies, principles and concepts of Human Resource Management and relevant acts, regulations and guidelines.
• Knowledge of current OH&S standards and regulations.
• Knowledge of attendance management and accommodation practices
• Knowledge of grievance and arbitration practices.
• Ability to use a variety of computer programs, including word processing, database, spreadsheet and presentation software.
