Our Engineering Planning and Design group has an opportunity for a Project Engineer (or Senior Project Engineer depending on experience and qualification – see “Details” section below) to manage and conduct professional engineering work in relation to a wide range of municipal civil infrastructure and asset management.
While the ability to work independently is important, excellent interpersonal skills are critical to succeed in this role as it will see you engage with a range of stakeholders. Examples of work include: develop or revise asset management plans, review and write engineering policy, develop long-term strategic goals and workplans, development cost charge programs in alignment with corporate goals and Official Community Plan needs; ability to act as civil engineer of record for in-house works; reviewing/overseeing/supervising the work of in-house design technicians and external consultants and contractors; reviewing engineering work of external consultants or third party organizations (Metro Vancouver, MOTI, BC Hydro, etc), and assessing short and long-term risks associated with municipal infrastructure and land. Mature systems thinking and consideration of a wide range of municipal functions that impact engineering decisions are essential to succeed.
Additionally, the role involves developing Requests for Proposals (RFPs) for engineering projects and serving as the Project Manager for these initiatives. The individual may also support the District utility asset management planning, ensuring that utility assets are effectively managed and maintained. This role requires a comprehensive understanding of utility design and project management principles, as well as the ability to collaborate with various stakeholders to achieve project goals.

In addition, you must have the ability to: make complex technical computations and estimates and to analyze engineering data and statistics; interpret and prepare engineering plans and specifications; write and present clear, concise and complete reports on technical engineering problems; act as project manager and to ensure adherence to plans and specifications; participate in site visits; review and manage requests related to single-family permit applications; effectively negotiate complex issues with construction contractors and professional consultants in the best interest of the District and taxpayers; and establish and maintain effective working relationships with a variety of internal and external contacts.
You will have a Degree in Civil Engineering, a Professional Engineer designation in B.C (must be registered as a P.Eng at the time of interview) plus a minimum of four years of related experience. The ideal candidate will have experience with utility engineering, infrastructure planning, risk management, and asset management.
Salary: The pay range for this exempt position is $116,842.20 to $129,497.97 annually (2024 rates)
Hours of Work: 35-hour work week (Compressed work schedule available)
Please Note: Depending on experience and qualifications, the District may at its sole discretion offer this role to the successful applicant in a Senior Project Engineer capacity with corresponding compensation.
