Applications are now being accepted for the regular full time position of Municipal Law Enforcement Officer II (MLEO II) in the By-Law and Regulatory Services Department, Corporate Services Commission. While all applications will be received, current members of CUPE 905 (Inside Workers), including those holding the position of a Municipal Law Enforcement Officer I will be given first consideration. Job Summary
Reporting to the Supervisors, By-law Enforcement and Regulatory Services, the MLEO II will act as a Community Ambassador for the City by proactively and reactively engaging with the public and city staff to provide information on the enforcement and interpretation of by-laws, regulations, policies and procedures. The MLEO II will be responsible for field enforcement services to achieve and maintain regulatory compliance to applicable municipal by-laws, zoning by-laws, property standards, site plan control agreements, and heritage by-laws of the City. The MLEO II will proactively and reactively respond to emergency situations and complaints from the public, internal departments, and other agencies, which will involve conducting investigations, documenting and determining the appropriate course of action. The position will also prepare reports, detailed briefs of evidence and complete necessary documentation required for court proceedings and will be responsible for testifying to evidence in court and at hearings. 

Roles and Responsibilities: 

  • Enforcing all of the City’s regulatory bylaws as well as Provincial Acts, including the Heritage Act and Provincial Offences Act. 
  • Investigating, documenting, and determining the appropriate course of action, including the issuing of Notices to Comply, Statutory Orders and laying of charges as required.  
  • Acting as a Community Ambassador for the City – providing information to the public and staff on the enforcement/interpretation of by-laws, regulations, policies and procedures.  
  • Responding to complaints and emergency situations from the public, internal departments, and other agencies in a professional manner and proactively enforcing regulations.  
  • Preparing detailed briefs of evidence and completing necessary documentation/processes required for court proceedings and to testify evidence in court and hearings.
  • Leading and coordinating with other enforcement agencies on joint enforcement projects. 
  • Proactively enforce all Municipal By-laws
  • Assisting with research projects as assigned and reviewing bylaws, process maps, and amending training materials as required.  
  • Attending meetings and training as required. 
  • Maintaining a memorandum book and always ensuring proper notetaking and documentation.   
  • Adhering to the City’s MLEOII – Bylaw Services – Policies & Procedures
  • Other duties as assigned.  
Requirements

Requirements: 

  • A University degree or Community college diploma in the field of law enforcement, municipal by-laws certificate, or an investigative studies discipline is required. OAPSO and MLEO certification will be considered an asset. Please submit a copy of your accreditation(s) with your application to the position. 
  • Five to seven years of municipal by-law enforcement experience with an excellent record of demonstrated performance, combined with a good working knowledge of municipal/provincial regulations.  
  • Strong client service and interpersonal skills required to liaise with Council members, City staff, businesses, the public and internal staff in a positive and professional manner.
  • Knowledge of, and experience with, effective negotiation, and conflict resolution strategies.  
  • Sound judgement, tact and discretion, with a proven ability to maintain confidentiality. 
  • Strong team player with an ability to work independently under limited supervision. 
  • Excellent time management, organizational, oral and written communication, initiative, problem solving, report writing and presentation skills.  
  • Ability to deal courteously and effectively with the public, work independently with limited supervision, and mediate disputes.  
  • Submission and maintenance of a valid Ontario Class G Driver's License. As a condition of employment you will be required to provide and maintain a satisfactory driver's abstract (no demerit points plus no more than 2 infractions - maximum of one moving and one non-moving conviction.  
  • Submission and maintenance of a satisfactory Vulnerable Sector Check (including the Criminal Record Check).
  • As a condition of employment, you are required to be willing and available to work outside of normal business hours on a regular basis including days, afternoon, weekends, statutory holidays and staggered hours.  
  • Required to wear a clean – neat Markham Bylaw uniform and applicable protective equipment at all times.  
  • Required to maintain an exceptional employee attendance record.

Salary & Benefits

$77,105.00 To $86,637.00 Annually
