Position Summary
Reporting to the Manager, Development Zoning, the Planning Researcher performs a range of tasks, with a focus on research and data analysis and the creation and maintenance of GIS mapping to support various projects related to the development and implementation of the City’s Comprehensive Zoning By-law.
Key Duties and Responsibilities
- Conduct research and analysis on various zoning by-law provisions and standards as well as development applications and approvals to inform the development of a new Comprehensive Zoning By-law for the City;
- Present findings of research and analysis to senior management and interested parties, as required;
- Prepare reports, papers, web content, zoning by-law mapping and schedules and presentation materials such as tables, maps, charts and graphics to easily convey information;
- Monitor and research best practices from other jurisdictions and report on them, as required;
- Monitor current development activity and trends to understand how they may impact the development of the City’s Comprehensive Zoning By-law;
- Provide assistance with and participate in consultation and engagement activities;
- Liaise with consultants and provide information and data, as required, to support the development of the Comprehensive Zoning By-law;
- Input and maintain information in City databases and integrate data with City’s GIS system;
- Coordinate and schedule meetings, as required;
- Maintain project website with up-to-date information, ensuring compliance with Accessibility for Ontarians with Disabilities Act for public facing materials;
- Prepare information and materials required for submissions to the Ontario Land Tribunal (OLT);
- Support Inter-department Initiatives requiring land use and zoning data;
- Collaborate with Project Team on the review and analysis of Project deliverables; provide comments and consolidate comments received;
Education and Experience
- Degree in Urban Planning or related discipline;
- Member of or Eligible for membership in the Canadian Institute of Planners (MCIP) and/or Ontario Professional Planners Institute (OPPI);
- 1 year relevant work experience in a planning environment with a research and analysis focus; and
- Certification or courses in GIS technology is an asset.
Required Skills/Knowledge
- Knowledge of the land use planning system in Ontario, Official Plans and Zoning By-laws is an asset;
- Proficiency in computer skills (word processing, data management, and presentation/publishing software);
- Proficiency with design and ESRI GIS software (ARC GIS Pro) and geo-spatial analysis is an asset;
- Proficiency with Microsoft Word, Excel and Adobe is essential;
- Effective time management skills to handle competing priorities with varying deadlines;
- Ability to work on a team and independently;
- Excellent customer service skills;
- Familiarity with requirements related to the Accessibility for Ontarians with Disabilities Act;
- Must possess a valid Ontario Class "G" Driver's License, and have access to a vehicle for use on corporate business (mileage compensated) and will be required to provide proof of vehicle insurance upon hire;
