The City of Medicine Hat Planning and Development Services (PDS) department is looking for a Manager, Engineering & Safety Codes Services to deliver core municipal planning services with exceptional customer service. This management position oversees all Engineering and Safety Codes processes under the Municipal Government Act (MGA) and related legislation. The role involves implementing Council policies, driving innovation in PDS, and overseeing ongoing Process Improvement Programs. Key responsibilities include delivering engineering reviews, ensuring regulatory compliance, and fostering positive relationships with stakeholders, while providing exceptional municipal planning services and minimizing risks. This position also ensures adherence and compliance with the Safety Codes Act and related Alberta Regulations, current Safety Codes permit Bylaw and the Uniform Quality Management Plan (UQMP).

 

Your key responsibilities

  • Support the Director in developing and implementing department strategies.
  • Lead and ensure department goals align with the business plan.
  • Negotiate and secure approvals for service agreements, technical reports, and engineering designs.
  • Oversee engineering reviews and approvals throughout the land development process.
  • Ensure compliance with legislation, industry standards, and municipal policies in all engineering and safety code activities.
  • Assist stakeholders to navigate technical, scheduling and other challenges through the approvals processes.
  • Prepare technical reports, studies, and contract proposals as needed.
  • Maintain Municipal Engineering Servicing Standards and ensure UQMP compliance.
  • Lead staff, promote process improvements, and champion innovative solutions.
  • Foster a positive customer service experience while balancing regulatory and safety requirements.
  • Build and manage an effective, value-driven team, ensuring staff development.
  • Prepare reports and presentations for senior management and Council.
  • Act as the spokesperson for Engineering and Safety Codes and manage media relations.
  • Oversee project management and prepare annual budgets based on growth trends and forecasts.
  • Engage with industry groups to enhance service delivery and act on relevant feedback.
  • Serve as Acting Director when needed.

 

What you bring

  • Strong understanding of Alberta land use legislation, including the MGA and Safety Codes Act.
  • Expertise in developing clear policies to implement Council priorities and legislation.
  • Experience in public engagement, media relations, and delivering presentations to various audiences.
  • Solid knowledge of engineering principles for municipal infrastructure design and management.
  • Familiarity with relevant legislation, environmental, and safety practices.
  • Proficiency in project management (PMBOK), contract management, and capital project delivery.
  • Experience in budget preparation and business planning.
  • Skilled in leading high-performing teams, conflict resolution, and stakeholder engagement.
  • Strong decision-making, communication, negotiation, and leadership abilities.
  • Proven ability to build collaborative partnerships and manage competing priorities in a fast-paced environment.
Requirements

Qualifications

  • Successful completion of a degree in engineering, preferably civil engineering or a related engineering specialization, from a recognized post-secondary institution.
  • Successful completion of university accredited management and/or leadership training in the form of a certificate, diploma or degree. Preference will be given to candidates with an MBA, MPA degree and/or a Project Management Professional (PMP) credential.
  • Ten (10) years' experience as a Professional Engineer in a related field, including five (5) years of progressive supervisory experience.
  • Professional Membership in or the ability to become a Professional Member of the Association of Professional Engineers and Geophysicists of Alberta (APEGA).
  • Possess and maintain a valid Alberta driver's license with an acceptable driving record.
  • An equivalent combination of management approved training and experience may considered.
