As the Deputy City Clerk, you will play a key role in promoting open and transparent local government by administering sound systems and practices that support Council, Council Committees, and quasi-judicial tribunals. Reporting to the City Clerk, you will help guide and shape legislative processes, balancing strategic policy, competing priorities, and government commitments. This role involves ensuring compliance with legislative requirements, including coordinating municipal censuses and elections. You will work closely with elected officials, the executive leadership team, and various departments, providing expert advice on legislative matters and mentoring the City Clerk department staff.

 

Your key responsibilities

  • Coordinate the flow of public and confidential information to Council, adhering to legislative requirements (e.g., FOIP).
  • Organize and deliver bi-weekly Council packets, ensuring compliance with legislated requirements.
  • Attending evening Council and other required meetings, ensuring smooth meeting flow through software coordination.
  • Prepare meeting minutes, track bylaws, and communicate decisions post-meeting.
  • Lead Event Permit applications, advise applicants, and ensure statutory compliance.
  • Provide research, analysis, and briefing support to Council and administration.
  • Deliver presentations, advise on legislative processes, and coach staff on report drafting.
  • Provide procedural advice, support governance initiatives, and maintain Council records.
  • Assist with budget development and participate in corporate programs.
  • Perform City Clerk duties during absences and assist with elections and municipal processes.

 

What you bring

  • Strong knowledge of legislation (Municipal Government Act, Local Authorities Election Act, FOIPP Act, etc.) and best practices for managing quasi-judicial Boards and Administrative Law.
  • Proficient in City procedures, Bylaws, policies, and records management.
  • Excellent interpersonal skills to build effective relationships with employees, elected officials, and the public.
  • Skilled in using office software and collaborating in a team environment.
  • Strong ethical standards, decision-making, and analytical skills.
  • Exceptional written/verbal communication and presentation skills.
  • Highly organized, detail-oriented, with strong confidentiality and deadline management.
  • Flexible, proactive, with sound judgment, problem-solving skills, and alignment with corporate values.

 

Requirements

Qualifications

  • Successful completion of a bachelor’s degree in a related field such as Business, Public Administration, Law or Social Sciences from a recognized post-secondary institution.
  • Eight (8) years of progressively senior experience in the administration of government programs related to access and privacy, legislative duties, appeal boards and committees, corporate records management, and elections and census management including experience supervising a team or leading a large corporate project.
  • Successful completion of courses in Local Government Administration from a recognized educational institute would be an asset.
  • Previous experience managing, organizing and directing governance structures and Council meeting support would be considered an asset.
  • Proven successful project delivery.
  • An equivalent combination of management approved training and experience may be considered.
