Positions Summary

Reporting to the Chief Administrative Officer (CAO), the Director of Operations is responsible for the management of the Town’s infrastructure, developing long-term plans, implementing policies and procedures, completing capital projects approved by Council, and providing advice and technical guidance to Council and the CAO.

Key Duties, Responsibilities and Expectations

  • Management and leadership of the Operations Department staff and contractors, including public works, capital projects, parks, infrastructure, crossing guards, and maintenance of all facilities such as the pool, marina, arena, Walker House, and Town Hall
  • In consultation with the CAO, establishing departmental objectives, programs, and services to achieve the Town’s strategic goals, policies, programs, and services established by Council within an approved budget.
  • Maximizing the effective and efficient utilization of human, material, financial, physical, and information resources within the Department.
  • Providing leadership and supervision to department staff in accordance with Town policies and procedures, legislation, the Collective Agreement, an approved budget, and authority delegated by the CAO including hiring staff, setting expectations, scheduling work, motivating staff, assessing performance, recommending merit increases, and issuing discipline.
  • Managing the water & wastewater treatment contract and Town staff assigned to wastewater collection and water distribution systems.
  • Reviewing work regularly (technical studies, capital projects, and operating and maintenance activities) to resolve technical and operational issues to ensure that projects are completed on time and within budget limits.
  • Managing departmental financial resources; preparing draft budget submissions; analyzing financial reports and preparing quarterly reports to Council; recommending expenditures for the acquisition and/or replacement of equipment and vehicles, and repairs/maintenance of municipal facilities and buildings; monitoring and approving all departmental expenditures within delegated authority.
  • Preparing and presenting reports to Council, Committees and the public, as required.
  • Responding to requests for information from the public and resolving complaints.
  • Planning and directing operational and maintenance activities effectively on time and within budget with minimal disruption to the public.
  • Ensuring that Occupational Health and Safety standards are strictly adhered to and that risk to staff, the public and property is minimized.
  • Liaising and maintaining effective communication with counterparts in neighbouring municipalities, the County, Hydro One, Rideau St. Lawrence, telecoms, gas companies, conservation authorities, Ministry of the Environment, Ministry of Transportation and other municipal, provincial and federal authorities.
  • Working with the CAO and other leaders as a member of the Town’s senior management team to coordinate interdepartmental activities and provide mutual support.
  • Completing special projects and other duties related to Operations and Infrastructure as assigned by the CAO.

Education, Experience & Skills

  • A professional Engineer licenced by the Professional Engineers of Ontario (preferred) or minimum Certified Engineering Technologist in Civil Engineering
  • Minimum of five (5) years’ experience in a related field, at least 3 of which are in the municipal sector
  • Knowledge of sewer, water, and road design and construction techniques
  • In depth knowledge of legislation, regulations, policies and guidelines relating to municipal operations and infrastructure
  • Experience with teamwork planning, performance development and departmental budgeting processes
  • Excellent interpersonal, communication, and public relation skills, with a focus on customer service
  • Advanced computer application experience and knowledge
  • Excellent written and verbal communication skills
  • Strong leadership ability combined with strong organizational, financial, management, and analytical skills
  • Strategic thinking and project management skills
  • Valid Ontario Driver’s License

 

Working Conditions and Environment

  • This position is based at Prescott Town Hall in Prescott, Ontario.
  • The position is based on a 35-hour work week
  • Normal office hours are 8:30 a.m. to 4:30 p.m., Monday through Friday, however there are extended hours expected to attend Council and Committee meetings outside normal business hours
Requirements

Salary & Benefits

Hours:            35 hours per week

Reports To:  Chief Administrative Officer (CAO)

Salary:           $114,023 - $136,827
