Description
The Engineering Specialist - Transportation Infrastructure and Standards role leads and coordinates updates to Strathcona County's transportation-related technical documents, contributes to the County's transportation offsite development levies, and manages the unit rate database. Working closely with subject matter experts across departments, this role manages updates to the Design and Construction Standards, coordinates responses to variance requests, provides commentary on transportation aspects of development referrals, and is crucial in developing and managing the department’s process documents.

Responsibilities:

  • Ensure Transportation Offsite Development Levies are current and accurately reflect project costs
  • Analyze traffic impact assessment reports to determine the appropriate cost allocation for infrastructure improvements
  • Create preliminary cost estimates for transportation infrastructure projects, encompassing design, land acquisition, and construction
  • Manage and update Strathcona County's transportation-related technical documents which includes developing project plans, scheduling activities, and overseeing the production and updates of documents such as Design and Construction Standards, Pavement Markings Guidelines, Traffic Sign Guidelines, and Traffic Impact Assessment Guidelines
  • Ensure that transportation-related technical documents and work products adhere to County, Provincial, and Federal regulations, policies, and best practices
  • Coordinate, communicate, and collaborate with internal subject matter experts, other departments, and external agencies (such as Fortis, ATCO, Shaw, Bell, etc.) to produce and update transportation-related technical documents
  • Coordinate responses to variance requests related to transportation aspects from developers, consultants, and County departments
  • Review transportation aspects of proposals and supporting documents submitted by developers, consultants, and County departments
  • Analyze national and regional practices, guidelines, and standards to formulate recommendations for producing or updating the County's transportation-related technical documents
  • Provide leadership, mentorship, and expertise in interpreting and applying design and construction standards, guidelines, and specifications to County staff and external stakeholders
  • Develop and revise engineering process and quality control documents
  • Maintain the master pay item unit rate database
Requirements

Qualifications and Skills:

  • Post secondary Diploma or Degree in Civil Engineering Technology (or related field) 
  • Minimum of 3-5 years related experience in civil engineering, construction technology or construction project management 
  • Professional accreditation as either a C.E.T. (considered) or P.Tech.(Eng.) (preferred) with the Association of Science & Engineering Technology Professionals of Alberta (ASET)
  • Professional accreditation as a P.L. (Eng.) with the Association of Professional Engineers & Geoscientists of Alberta (APEGA) with an applicable scope of practice would be considered an asset
  • Experience developing preliminary cost estimates for transportation infrastructure projects
  • Experience in developing, writing, and interpreting technical documents, transportation-related design and construction standards, engineering process documents, and traffic impact assessments
  • Thorough knowledge of urban and rural transportation design and construction standards/guidelines of Strathcona County, Alberta Transportation, and the Transportation Association of Canada
  • Skilled in project management, including scheduling, documentation, and project execution
  • Knowledge of County’s Offsite Development Levy bylaws
  • Course work or seminars in transportation engineering (specifically roadway construction, geometric design, and materials testing)
  • Excellent interpersonal, verbal communication, facilitation, and technical writing skills
  • Experience with Microsoft 365 (SharePoint, Teams, Outlook, Excel, Word, PowerPoint, and Visio), Adobe products, and AutoCAD

Conditions of Employment:

  • Valid Alberta Class 5 Driver’s licence and submission of a 5-year Driver’s Abstract with less than 7 demerits  
Salary & Benefits

Salary Range: $84,047.60 - $105,032.20
