Reporting to the Parks & Recreation Supervisor, the Parks Coordinator is responsible for the management of County parks, campgrounds, day-use areas, trails, and streetscapes within County Hamlets; supervision of full-time parks labourers and seasonal labour staff; awarding and managing contracts with parks and campground operators; implementation of projects developed in the annual operational and capital budgets; planning and delivery of the Recreation & Parks Strategic Plan and assisting the Community Services department as a whole.
Position Responsibilities
Campground Contract Supervision
- Prepare and supervise contracts for operation and maintenance of County parks and campgrounds.
- Orient campground operators.
- Ensure parks and campgrounds are effectively maintained.
- Ensure documentation of operating records and maintenance checklists and monthly/annual attendance reports are completed and filed.
- Coordinate development and repair of park and campground amenities and facilities.
- Collect and submit water well and lake samples as required.
- Coordinate dangerous tree assessments and removals.
Park Space Maintenance
- Prepare and supervise contracts for the maintenance of County parks and day-use areas.
- Recruitment and supervision of full-time parks labour staff and seasonal parks staff for year-round maintenance duties.
- Trains staff in all aspects of their positions including emergency procedures, safe operating practices, County park space, grass cutting, and landscaping requirements.
- Provide ongoing playground, park space, and amenity inspections, dangerous tree assessments and removals, and coordinate all necessary repairs.
Special Projects
- Assist in the development of short and long term strategic plans and be responsible for their implementation.
- Utilize GIS, surveying, and other professional services to develop trails, parks, and concept plans.
- Coordinate public and stakeholder input/needs assessments on parks, campgrounds, and streetscape projects.
- Assist the Recreation Program Coordinator with programming events, and equipment rentals.
- Ensure park areas are maintained before and after community events.
Community Development
- Provide assistance to community groups planning park space improvement on their lands.
- Assist in the development of direct recreation programming for community members through advisory assistance to community groups and directly to County facilities operated by community groups.
- Receive and reconcile complaints and inquiries from the puiblic and stakeholders.
Community Halls & Recreation Facilities
- Provide support to the Parks & Recreation Supervisor with operational and capital projects as required.
- Develop and maintain a basic knowledge of arena and pool operations.
- Assist with inspection of facilities as requested.
Administration
- Respond to public inquiries/complaints, and maintain good public relations with park users and residents.
- Coordinate advertising for all parks, campground programs. special events, and project opportunities.
- Coordinate, evaluate, and recommend for approval awarding of contracts and agreements.
- Ensure proper financial procedures are followed, process invoices and maintain accurate financial record keeping.
- Assist in the development of the annual operational and capital budgets for parks and campgrounds.
- Prepare grant applications and provide grant accountability.
- Maintain inventory of parks equipment, general supplies, and vehicle fleet.
- Maintain accurate record keeping for maintenance and repairs.
- Develop and coordinate staff schedules and ensure proper time sheet completion and submission.
- Prepare reports for the Yellowhead County Recreation Board, Yellowhead County Council, and other levels of government and private sectors.
Safety
- Contribute as a safety leader to the County's Health & Safety Program..
- Complete ongoing safety training and ensure relevant competencies and certifications are up to date.
- Investigate safety incidents and participate in internal and external audits and field safety inspections.
Qualification, Knowledge, Skill & Ability Requirements
Education/Skills
- Post-secondary diploma/degree in Recreation or other related field.
- Alberta Association of Recreation Facility Personnel (AARFP) Parks & Sportsfields Level 1 and 2.
- Canadian Playground Safety Institute Playground Inspector Certificate.
- One (1) year supervisory experience.
- Three (3) years experience in Recreation and/or Parks setting.
- Experience with equipment operation (chainsaw, forklift, skid steer, UTV/ATV, powered mobile equipment, etc.).
- Experience working with community societies and/or boards.
- Standard First Aid and CPR.
- Valid Class 5 Driving License.
- Defensive Driving certificate.
- Knowledge of Microsoft Office.
- Excellent interpersonal skills.
- Demonstrated ability to provide leadership/supervision and project management.
- General equipment operation, experience towing trailers and load securement.
- Working knowledge of Provincial legislation, permit/license applications and reporting.
Working Environment
- This position requires effective collaboration with other departments.
- This position works alone.
- Significant travel is required when performing fieldwork.
The salary range is $78,713 to $97,604 per year.
