Well, the City of Richmond Hill is looking for a talented GIS Supervisor who will be a key player in planning, developing, implementing, and supporting the City's GIS Program! You understand all aspects of GIS and the critical role it plays in modern municipal decision making, work management and process improvement. You value data as an asset and can balance that with implementing efficient data management and visualization processes through the use of current technology.

Position Summary

The GIS Supervisor is responsible for the implementation and maintenance of the City's GIS and Data Strategy requirements, systems, databases, and products. This position will provide strong leadership and expert guidance through mentorship and support to a group of GIS and data professionals. This position will oversee the delivery of high-quality data, analyses, products, and visualizations across the various disciplines of the organization. This position will support departmental initiatives to advance corporate data assets and the GIS data management program.

Key Duties and Responsibilities

Human Resources Management and Team Responsibilities

  • Conduct Annual performance reviews and ongoing feedback and support to direct reports
  • Participate in talent acquisition process
  • Provide expertise, guidance, training, and assistance as required to staff, with respect to methods and procedures, technology and application use

GIS Program Leadership

  • Lead, develop, maintain, and promote the Corporate GIS Program
  • Provide leadership and guidance from your expertise & knowledge as it pertains to tools and technologies associated with Spatial Data Management such as deployment platforms, version control systems, quality control operations, visualization tools, data sharing tools and techniques, and automation technologies & methodologies
  • Provide leadership and guidance from your expertise & knowledge as it pertains to programming languages such as Python, or automation platforms such as FME
  • Analyze user requirements, generate approach alternatives to system and project design, prepare system prototypes for users' consultation, and contribute to the design, development, testing, documentation, and implementation of GIS program elements including on premises and cloud deployments
  • Oversee the development and documentation of business rules, technical, functional, and governance framework for the GIS Program
  • Coordinate and administer quality assurance and quality control measures for the corporate GIS Program
  • Lead the design, development, implementation, and maintenance of self-service and automated tools for data capture, performance assessment, and reporting/visualization
  • Work to improve and advance GIS capability and adoption across the organization

Business Planning and Project Management Activities

  • Assists management in developing annual business plans and work plans and in developing service plans and staffing proposals
  • Assist in development of policies and procedures
  • Prepares, monitors, and controls operational budgets for the GIS Program
  • Recommends on consultation, terms of reference, and provides oversight on projects.

Liaison, Communication and Customer Service Activities

  • Coordinate and support staff activities as they relate to customer service
  • Provide corporate data and analysis to internal and external stakeholders
  • Coordinate with internal and external stakeholders for initiatives, communication, and best practice
  • Present technical subject matter expertise and guidance internally and externally
  • Coordinate with partner initiatives including the YorkInfo Partnership

Continuous Improvement

  • Create and maintain standard processes and procedures for staff
  • Recommend and implement new or improved procedures, guidelines, standards, and specifications as they relate to the division or department
Requirements

Education and Experience

  • University Degree in Information Technology, Computer Science, Geomatics, or equivalent
  • Experience in Data Management, Project Management Professional, GISP, considered an asset.
  • 5 to 7 years of progressive experience in GIS and Data Management, including solution development, project implementation, and GIS support.

Required Skills/Knowledge

  • Experience in GIS project or program implementation and support, facilitation, business process, including demonstrated supervisory or leadership experience
  • Experience in data management, analysis tools & techniques, and visualizations, particularly related to data acquisition, creation, QA, and maintenance; and familiarity with standards, models, and databases including GIS (SDE), relational and non relational
  • Experience in developing information systems, plans and architecture for databases and data flow
  • Knowledge of project management and systems development life cycle, including trends in the use of current data management
  • Demonstrates project management skills to lead a project and work group, organize tasks, set priorities and meet deadlines
  • Ability to lead and guide staff on data management governance and best practice as it relates to information design and visualization
  • Demonstrates good judgement and makes sound decisions
