JOB DESCRIPTION

The Corporation of the City of Orillia has an opening for the full-time position of Manager of Parking and Transit in the Legislative, Building, Parking and Transit Services Division of the Development Services and Engineering Department.

 

DUTIES

  • Coordinate with the City Solicitor to negotiate and implement public parking lot leases, and ensure timely payments made as required.
  • Collect, record, and analyze data with respect to usage of the City’s public paid parking system, and public transit system.
  • Develop the draft Operating and Capital Budgets for the City’s Public Parking system, and Transit services.  Regularly monitor and manage the implementation of approved Capital and Operating Budgets for the City’s public paid parking system, and public transit system.
  • Coordinate with the City’s Environment and Infrastructure Services Department to ensure effective maintenance of the City’s paid public parking infrastructure, and public transit infrastructure (i.e. transit shelters, transit pads, signs, planting beds, line painting etc.) as well as to pursue transit fleet management and replacements.
  • Manage the Transit Service Contract with the City’s public transit service provider, includes the review and certification of monthly payment certificate, the management and resolution of transit complaints with service provider.
  • In coordination with the City’s GIS Specialist, revise and update route GPS data for CAD/AVL system when routes or stops are adjusted.
  • Maintain and negotiate updates to the Lakehead U Students Union, UPASS agreement.
  • Coordinate the temporary relocation of the City’s on-street transit terminal to accommodate special events etc. if required.
  • Coordinate public communications to ridership in conjunction with the Manager of Communications.
  • Manage consultants carrying out parking or transit system studies.
  • Provide advice and recommendations to identify the required signage for parking and transit matters.
  • Manage and update the City’s Traffic and Parking By-law.
  • Review, recommend and update parking sign inventory.
  • Prepare reports, make recommendations/presentations and attend Council. Committee/Council Committee in Closed Session, Transit Advisory Committee, Parking Advisory Committee, community groups, public and/or other meetings, as required.

 

QUALIFICATIONS

  • Three-year post-secondary education (degree or diploma) in a related field, i.e., Civil Engineering Technologist Program Certified Engineering Technologist (C.E.T.) or Business Administration.
  • Minimum three years’ experience in a municipal environment.
  • Experience with managing municipal transportation systems an asset.
  • OACETT certification an asset.
  • Familiarity with the Highway Traffic Act and the Ontario Traffic Manual is an asset.
  • Working knowledge of Federal, Provincial and Municipal standards, guidelines, legislation and agencies.
  • Possess strong interpersonal, supervisory, communication, report and budgeting skills as well as the ability to work effectively in a team setting.
  • Excellent verbal and written communication skills, together with strong organizational, analytical, leadership, coaching, time management, strategic planning, presentation, and management skills.
  • Excellent computer skills using MS Office Suite, including Outlook, Excel, and Word, together with other application software such as Geographic Information System software, email software and the internet.
  • Possess a valid class ‘G’ Ontario’s driver’s license with an acceptable driver’s abstract and access to a reliable vehicle.
  • A current and acceptable Criminal Record Check is required for this position at the incumbent’s expense, prior to the commencement date.

 

Compensation for this position is $88,232 to $103,219 based on a 35-hour work week, plus a comprehensive benefits package. Interested applicants are invited to submit their application by June 21st, 2024 at noon.
