Position Summary

*Note: Pay Range is based on 2023 Rates of Pay*

The Housing and Social Services Coordinator participates in the development, implementation and revision of local service management in, Childcare, Homemaking, and the Municipal Fee Assistance program policies and procedures. This position maintains effective working relationships internally and with external stakeholders, acts as a local child care subsidy resource person, and is responsive to inquiries.

KEY DUTIES & RESPONSIBILITIES:

Co-ordinate both ongoing and one time Childcare and Homemaking program management activities including, consultations, communications, and responses to inquiries.

Provide support to Caseworkers on case management activities including initial eligibility determination and ongoing case file maintenance standards and processes. Conduct client benefit file audits.

Act as local childcare subsidy resource person, respond to inquiries from both internal and external business units, childcare centres, parents, agencies and the general public.

Receive and process childcare referrals from Community Agencies.

Participate in the development, implementation and revisions of local service delivery for Childcare, Homemaking, and Municipal Fee Assistance program policies and procedures.

Maintain effective working relationships with staff, childcare providers and broader related community agencies related to childcare Purchase Of Service.

Participate in customer service improvement initiatives and engagement.

Maintain up-to-date knowledge of municipal policies and provincial legislation, policies and guidelines as it relates to childcare, homemaking and municipal fee assistance.

Represent the Service Manager at external planning tables and working groups.

Provide orientation to new staff and co-ordination of ongoing training opportunities for Housing and Social Services Staff.

Participate in staff meetings, training opportunities, and working groups as required.

Develop and update resource materials including brochures, information flyers and website materials that identify services available through Housing & Social Services Department.

Provide back- up support for case workers as required due to high customer service demands or case worker staffing shortages.

Participate in Housing & Social Services presentations as required.

As set forth in the City of Kingston Municipal Emergency Response Plan, perform duties in the event of a municipal emergency.

Be aware and follow Occupation Health and Safety Standards in relations to the Social Services Division.

Other duties as assigned.

Requirements

Qualifications, Competencies

3 year diploma/degree in Human Services.

Three (3) years of human service program coordination experience (preferably in the Childcare and Early Years Services). Human Services is defined as programs or facilities for meeting basic health, welfare, and other needs of a society or group, focusing on prevention and remediation of problems and the overall improvement in quality of life.

Must demonstrate Corporate Competencies: Customer Focus, Results Orientation, Integrity, and Teamwork.

Skills, Abilities, Work Demands

Knowledge of Ontario Childcare and Early Years Act and related Service Management Guidelines, and the Municipal Freedom of Information Protection of Privacy Act;

Strong critical thinking skill, ability to identify issues and develop solutions;

Strong organization and administration skills; ability to manage a high workload and meet deadlines;

Excellent communication skills both written and verbal combined with strong attention to detail skills;

Strong interpersonal skills and ability to manage sensitive interactions with clients, service providers and stakeholders;

Typing 40 wpm (tested);

Minimum intermediate Microsoft Office Skills (Word, Excel and Access) (tested);

Familiarity with Web based Registration/Wait List applications and client case file data bases;

Adherence to strict confidentiality requirements;

Verbal and written French language skills an asset;

Valid Class ‘G’ Ontario Driver’s License is an asset;

Must obtain and maintain a satisfactory CPIC (Criminal Record Check, including Vulnerable Sector Check).
