Position Summary

Reporting to the Manager, Transportation Policy & Programs, the Engineering Technologist supports the implementation of road safety programs and interventions within the City’s transportation network including all on-road and off-road facilities such as pathways, sidewalks, cycling infrastructure, roadways, and other publicly managed areas.

This position is responsible for the collection and management of transportation data including detailed pedestrian counts, traffic counts, speed studies and road safety information. This individual must interpret technical manuals and guidelines and complete complex traffic studies, participate in safety-related special projects and provides input on revisions to the transportation by-laws and operating guidelines. Implementation of minor improvement projects along the City’s transportation corridors including transportation and other regulatory signage, supporting the operation and implementation of road safety programs, deploying equipment, and related tasks will be required on an ongoing basis.

This position is responsible for investigating and actioning transportation concerns by conducting studies related to sight lines, pedestrian and cycling movement and safety. This position supports transportation policy and program implementation by preparing drawings, developing detailed plans, and coordinating the installation of road signage and layout and painting of road markings.

KEY DUTIES AND RESPONSIBILITIES
Coordinate transportation and traffic-related data including collection of traffic counts, speed data, collision database, asset information, and other measures as developed

Implement minor improvement projects along the City’s transportation corridors as requested including regulatory signage, deploying equipment, and related tasks

Respond to transportation concerns by conducting specialized studies in intersection operation and capacity, sight lines, pedestrian and cycling movement and safety

Support transportation policy and program implementation in the right-of-way by preparing drawings, developing detailed plans, and coordinating the installation of road signage and layout and painting of road markings and temporary bollards in collaboration with Public Works

Complete or assist with the completion of transportation assessments including pedestrian crossings, traffic safety studies, school zone, on-street parking, and others as needed

Review and revise transportation related by-laws and assist with related reports to Council

Respond to inquiries provide information as required to various City departments, government agencies, residents, consultants and stakeholders

Support and provide coverage for Development and other T&PW service deliveries, as required

Must provide superior customer service to City staff, the development/contractor community, residents and all other stakeholders, as applicable

Support and provide coverage for division and other T&PW service deliveries, as required

Other duties as assigned

Requirements

Qualifications, Competencies

3 year diploma in Civil Engineering Technology or equivalent is required

3 years of related development experience in construction and engineering in a municipal environment is required

Registration with or eligibility for registration with the Ontario Association of Certified Engineering Technicians and Technologists (O.A.C.E.T.T.) is required

Demonstrated ability to effectively process and summarize technical information, communicate with all stakeholders, both verbally and in writing

Demonstrated ability to solve complex problems and provide solutions

Strong communication and negotiation skills in order to direct and guide consultants, staff and developers and other business units within the City of Kingston and outside agencies for the purpose of relaying information and providing recommendations

Ability to read engineering drawings and interpret policies, guidelines and technical manuals

Ability to write technical reports, project correspondence, contracts and agreements

Ability to multitask and handle significant workloads

Demonstrated comprehensive understanding of all development processes, including the subdivision process from Draft Plan Approval to Assumption

Must perform work independently, referring potential issues with respect to scheduling, budget or progress and technical decisions having corporate or political impact to the Supervisor, Development

Ability to participate, coordinate and lead project teams, schedule and assign tasks, track team progress, and meet deadlines for multi-discipline teams

Ability to undertake outside work and be able to perform the essential duties of the job such as moderate physical exertion in all seasons

Ability to work within a deadline-oriented department

Must have a high level of proficiency in Word, Excel, Access, Outlook and knowledge of Cartegraph, AutoCad and GIS

Must possess and maintain a class 'G' driver’s license

Must obtain and maintain a satisfactory criminal record check

Salary & Benefits

Salary:

$36.50 - $41.04/Hour

**Please note this is a temporary position, covering full-time hours, for up to 15 months**

** Please note the rates of pay for this position is currently covered under a Market Adjustment until end of current collective agreement. Market Adjusted Rates applied **
