Description
The Manager, Public Works Operations will plan, administer, train, supervise, and monitor operations to maintain municipal infrastructure including: sidewalks, pavement and drainage systems, emergency operations (winter control and infrastructure system failure), urban forestry operations, sanitation collections, roadside and Right of Way maintenance. Develop, prioritize, and forecast expenditures for short and long-term work programs related to municipal infrastructure maintenance activities. Ensure work performance complies with approved performance standards, Minimum Maintenance Standards, statutory requirements, municipal by-laws and safe working practices.

Requirements

This position requires a diploma in civil engineering or a combination of experience in the public works/transportation sector and completion of courses or certificate programs and experience with a minimum of seven (7) years’ experience in a broad range of related activities and a minimum of five (5) years’ supervisory experience, preferably in a unionized environment. Certified Road Supervisor designation and Joint Health and Safety Committee Certification would be an asset. Thorough knowledge of legislation processes and techniques related to road and bridge construction and maintenance, heavy equipment operation and fleet maintenance, with emphasis on proactive health and safety practices. Knowledge of relevant municipal and provincial legislation (e.g. Highway Traffic Act, Ontario Provincial Standards for Roads and Public Works, Provincial Minimum Maintenance Standards, Occupational Health and Safety Act, Environmental Protection Act, Conservation Authorities Act & Regulations). Demonstrated experience leading projects and teams for and delivery of major capital projects, strategic/master planning and energy and sustainable infrastructure improvement projects. Demonstrated leadership, management, administration, and team-building skills to direct the work of others including consultants and contractors. knowledge of relevant legislation Requires knowledge of relevant legislation (e.g. the Ontario Building Code, Construction Act, Municipal Act, Occupational Health and Safety Act, AODA etc.) Excellent communication skills for making presentations to large groups, facilitating public meetings, directing and guiding consultants, and responding to inquiries of the media and public; extensive experience in contract tendering and administration; excellent leadership, negotiation, and problem-solving skills to successfully guide the work of others including consultants and contractors; advanced report writing skills to prepare formal analysis and recommendations for Council and senior staff; and demonstrated proficiency with a variety of software applications (e.g. GIS platforms, MS Office Suite, PowerPoint, AutoCAD etc.). Requires a valid DZ license, in good standing and with a driver’s record deemed satisfactory to the City and the ability to work extended hours to attend evening meetings, as required.

Salary & Benefits

$117,120.00 - $128,021.00
