Position Summary
Reporting to the Manager, Infrastructure Planning, the Water Resources Coordinator provides coordination of the City's water resource projects and programs. Projects are primarily related to environmental assessments, feasibility studies and preliminary design as part of the 10-year capital program; major programs include the water quality monitoring program for stormwater facilities and natural surface waters, as well as the Lake Wilcox Remediation Strategy and monitoring program.
Key Duties and Responsibilities
- Coordinate feasibility studies, environmental assessments and preliminary design for capital projects related to rehabilitation of stormwater infrastructure and Valleyland restoration.
- Liaise with federal, provincial, and conservation authority agencies in developing project approaches and design concepts
- Coordinate public consultation to collect feedback on stormwater projects
- Manage engineering consultants for City capital projects
- Conduct regulatory monitoring of stormwater infrastructure prior to construction
- Participate on the project team during the detailed design and construction project phases as a stormwater subject matter expert
- Collect and analyze stormwater monitoring data to ensure facilities are operating properly
- Assess the condition of SWM facilities and establish priorities in the 10-year capital plan for SWM facility rehabilitation
- Develop a 10-year plan for sediment removal in storm ponds based on sediment survey data and pond permit requirements
- Inspect and ensure stormwater infrastructure is maintained according to Ministry requirements in conjunction with Public Works
- Coordinate installation of monitoring equipment and oversee consultant-lead monitoring activities
- Oversee day-to-day activities of junior staff, including sediment surveys and stormpond inspections
- Coordinate implementation of the City's Valleyland Rehabilitation plan
- Coordinate the erosion monitoring program in the City's valleyland network focused on areas with infrastructure at risk; advance key projects into the 10-year capital program
- Collect, analyze and interpret monitoring data from natural infrastructure, including hydraulics and water quality parameters in key streams and wetlands
- Manage monitoring activities of consultants and oversee day-to-day activities of junior staff, including wet weather sampling and lab sample analysis
- Coordinate the remediation strategy and monitoring program for Lake Wilcox to protect lake health.
- Collect water quality samples and complete electrofishing activities in conjunction with TRCA
- Analyze water quality data and work with outside experts to develop an implementation plan to meet the goals of the remediation strategy
- Review development applications involving stormwater infrastructure
- Monitor stormwater infrastructure post-construction to ensure adequate flooding, erosion and water treatment controls are in place
- Support stormpond sediment removal activities by attending progress meetings, reviewing construction drawings and special provisions needed for tender documents
- Respond to resident concerns regarding City stormwater systems and infrastructure
- Provide input for capital and operating budgets
- Coordinate or participate in various committees
- Assist with writing staff reports and presentations for senior staff and Council
Education and Experience
- Degree in Science or Engineering
- Master's degree is an asset
- P. Eng designation is an asset
- PMP designation is an asset
- 5 years related experience
- Prior experience in a municipal setting is an asset
Required Skills/Knowledge
- Proficient in Microsoft Office Suite (Word, Excel, Access, Project)
- Familiarity with GPS units and GIS software an asset
