Position Summary

The Procurement Category Specialist is focused on all expenditures and activities surrounding both goods and services for procurement, including, but not limited to, sourcing, solicitations, negotiations, performance, inter- and intra-business relationships, and procurement decisions. This role reports to the Manager of Procurement Services and leads and facilitates complex procurements with a high degree of procurement expertise in and within the public sector procurement framework.

Key Duties and Responsibilities

  • Responsible for category spend focus on defined goods and services primarily within the IT portfolio
  • Understands and takes ownership of contractual, commercial, and operational working relationships with all vendors within their portfolio to ensure that contractual commitments are delivered across operations and business areas.
  • Single point of contact for portfolio stakeholders and ensures vendors deliver relevant products or services per agreed contract or schedule.
  • Supports business stakeholders and takes responsibility for categorization and prioritization of vendor relationships, managing supply chain risks, contract maintenance, and the review of risk assessments for items within the portfolio across the enterprise.
  • Demonstrates a comprehensive understanding of business requirements and category ownership by creating and defending category strategies and decisions with analytics.
  • Reviews and assesses procurement requirements, including sole source rationale, draft statements of work, draft evaluation criteria, contractor’s proposals and quotations, etc., for completeness and adherence to procurement regulations for routine and highly complex procurements.
  • Prepares complex types of procurement documents, including procurements, using alternative project delivery methodologies and/or negotiated RFP procurement processes.
  • Analyzes RFx responses, guides, and supports internal partners in the supplier selection decision, using the agreed standard framework for RFx document evaluation and for short-listed suppliers.
  • Manages contract negotiations and ensures best practices to protect the City’s assets.
  • Creates transparent documents to manage and maintain a contract inventory related to the portfolio. 
  • Works to establish a rolling forecast of upcoming procurements with their clients.
  • Maintains flexibility to ensure that all desired timelines are met and provides early warning if a timeline is in jeopardy.
  • Establishes, implements, and ensures adherence to vendor guidelines, obligations, and service level agreements with the organization to ensure timely deliveries of orders and requests.
  • Researches and makes recommendations on products and services in support of procurement and development efforts. Conducts benchmark studies as appropriate. Identifies sourcing trends for continuous improvement.
  • Develops a supplier score card to measure supplier performance against agreed-upon key performance indicators; tracks compliance; and supports formal management reporting as required. Supports the creation of reports and the review of vendor spend analytics, including trend reports.
  • Develops and fosters internal customer relationships with stakeholders to understand business objectives and roadmaps, in addition to supplier relationships. 
  • Liaises with internal category teams and business partners and gains a comprehensive understanding of business requirements, establishing short-term and long-term objectives.
Requirements

Education and Experience

  • Degree in Public or Business Administration or equivalent
  • Masters Degree, not required but considered an asset
  • Certified Professional Designation Purchasing is considered an asset
  • 5 years purchasing experience preferably in the public sector responsible for information technology procurements

Required Skills/Knowledge

  • Knowledge of procurement policies, procedures, related treaty agreements, and implied duties that are applicable to the competitive process for public entities.
  • Extensive knowledge  and experience  using relevant cooperative procurement programs
  • Demonstrated knowledge of legal issues relating to contracting and competitive  bidding.
  • Ability to  write, read, and comprehend  complex documents  with critical attention to  detail
  • Excellent bid process management skills are needed in order to avoid or mitigate exposure to legal risk.
  • Excellent interpersonal skills are needed in order to deal effectively with staff at all levels of the  organization, the general public, and the vendor  community.
  • Good communication and organizational skills are needed to effectively work independently and within teams comprised of members of various departments.
  • Ability to maintain confidentiality and exercise good judgment and discretion to uphold the integrity of the City's procurement process.
  • Working knowledge and a good understanding of the non-binding procurement process and related legal risks of procuring outside of the Contract A  framework.
  • Experience with electronic tendering solutions
  • Experience or working knowledge of the SAP Finance application would be considered an asset
  • Candidates must possess advanced proficiency in Microsoft Excel and Word.
