Position Summary

Reporting to the Manager, Transportation and Traffic, the Senior Transportation Planner leads transportation planning projects and studies including but not limited to Environmental Assessments, Feasibility Studies and Transportation and Parking Studies undertaken by the division. This position also coordinates the review of internal and external transportation infrastructure projects. The position will provide and demonstrate expertise in transportation planning, traffic engineering and active transportation. 

Key Duties and Responsibilities

  • Lead and coordinate transportation planning projects and studies for the City including but not limited to Environmental Assessments, Feasibility Studies and Transportation and Parking Studies;
  • Coordinate the review of internal and external transportation infrastructure projects to provide technical comments on transportation planning, traffic engineering, active transportation, illumination and noise;
  • Prepare business cases, terms of references, evaluate proposals, coordinate projects, and manage consulting teams;
  • Review reports, and recommend solutions and policies;
  • Make presentations at Council or public meetings, and develop staff reports;
  • Coordinate and liaise with various departments within the City and external agencies;
  • Represent the City on external technical advisory and working groups related to regional and provincial transportation initiatives;
  • Implement study recommendations from the Transportation Master Plan;
  • Update delivery of these recommendations and provide input and guidance on the timing of the associated capital projects for the City;
  • Coordinate and lead Environmental Assessment studies for the transportation projects identified in the City's Transportation Master Plan;
  • Act as City Liaison and contact on external EA's conducted by Regions and other municipalities; and
  • Liaise with the public, developers, consultants, members of Council, other departments and other appropriate stakeholders in the City, and external public agencies in the investigation of transportation issues.

Education and Experience

  • Degree in Civil Engineering, Transportation Planning or other Planning field, or related discipline
  • P. Eng or RPP is required; and
  • 5 years related experience
Requirements

Required Skills/Knowledge

  • Proficient in Microsoft Office Suite, and traffic engineering software;
  • Thorough understanding in transportation planning, transportation modelling and operations, geometric design guidelines, such as Geometric Design Guide, Highway Capacity Manual, Context Sensitive Design Solutions, Transit-Oriented Development guidelines, Ontario Traffic Manuals and Transportation Demand Management;
  • Experience working within the Environmental Assessment Act and associated processes;
  • Experience with various planning approvals under the Planning Act and familiarity with planning documents such as PPS;
  • Good understanding of other Provincial, Regional, and local Plans and initiatives including applicable legislation such as Metrolinx Act, Municipal Act, Highway Traffic Act, and Oak Ridges Moraine Act;
  • Experience in Project Management/Coordination and leading multidisciplinary Consultant teams;
  • Experience In procurement process such as preparation of RFP is an asset;
  • Experience in monitoring project budgets;
  • Possession of a valid Ontario driver's license and access to a vehicle for use on corporate business (mileage compensated). You will be required to provide proof of vehicle insurance upon hire;
