Position Summary
Reporting to the Manager, Parks Services and Infrastructure, the Supervisor will provide strong leadership and expert guidance to staff by following the City's core values of Care, Collaboration, Courage, and Service. Under management direction, you will provide supervision, and co-ordinate daily section activities including planning and delivering operations and maintenance services in support of all parks and related activities to achieve year round service levels and work plan objectives.
Key Duties and Responsibilities

Oversee the integrated operations and maintenance of parks and public realm and their assets, and performs routine site inspections to evaluate the quality and scope of work being performed.

Use best practices, current playground standards and approved guidelines to protect, preserve and minimize damage and risk to City’s parks system.

Based on parks service catalogue, implements and maintains established level of service and best practices and makes recommendations for revisions as required.

Supervises, monitors, and prepares specifications for maintenance / service contracts and ensures that work is being performed effectively and safely according to city and departmental policies. Completes required correspondence relating to contracts and maintains up to date files.

Communicate and liaise with other departments/sections, residents, other municipalities, developers, contractors and/or consultants, as required, in relation to completed and proposed work, issues, complaints, programs and policies

Provide design review comments and recommendations on infrastructure projects which may include capital improvements, site plan and new development

Knowledgeable in Maximo work order management database or other similar databases

Responsible for day to day supervision of all assigned staff including scheduling, monitoring and assignment of work orders and tracking

Assist in the preparation and review of Council reports and briefing notes

Be familiar with collective bargaining agreements and carry out performance management and disciplinary action when required; sets up training and continuous learning as applicable
Key Duties and Responsibilities Continued

Lead and/or participate in staff recruitment by identifying vacancies, posting, conducting interviews and onboarding

Adhere to all safety requirements, ensuring staff are working safely and efficiently, are trained and competent in their duties, use of equipment/tools and promote a safe working environment

Manage special projects and maintenance contracts, contract plans and contract payments and implements quality control/quality assurance for project deliverables

Prepares contract documents and tender specifications for services, supplies and equipment and administers bid analysis / contract award.

Assist in the annual operating and capital budget process including preparation of business cases, identifying resources, statistical analysis, benchmarking and tracking of growth and trends

Assist in data gathering for performance monitoring and decision making including maintenance of assets

Responsible for winter operations supervision including inspection and assessment of pavement surface conditions, snow plowing/removal and sanding/salting/de-icing on roads, sidewalks, pathways and municipal facility parking lots, etc.

Assists with City-wide Operations maintenance programs, provide back-up support and act in the absence of other supervisors and the Manager of Parks Services and Infrastructure
Education and Experience
-
Bachelor’s degree or post secondary diploma in Parks Management, Landscaping, or related discipline
-
Certified in Playground safety standards is an asset
-
Certified Sports Turf Management is an asset
-
DZ License is an asset
-
5 years of progressive related experience
-
Minimum 2 years supervisory experience, preferably in a unionized environment
Required Skills/Knowledge
-
Proficient in Microsoft Office Suite, Maximo, ArcMap, GPS tracking software, SAP, CRM software

Project Management Skills
-
Demonstrated knowledge and understanding of the principles of park maintenance operations, municipal administration, park facilities management and human resources management
-
Experience reading and interpreting detailed parks design and engineering drawings
-
Knowledge of relevant legislation, including Occupational Health and Safety Act and Regulations, AODA, etc. as it applies to Parks maintenance operations
-
Experience preparing tender documents, contract administration and policy development
-
Operation and understanding of heavy equipment
-
Ability to deal with the public in a professional manner under difficult circumstances
-
Ability to confidently make recommendations on design and construction projects in relation to public realm, parks and natural systems/greenways
-
Ability to prepare and write reports and briefing notes pertaining to technical, policy and/or other parks issues for a variety of audiences

On-Call and Standby duties are required, with flexibility/availability to respond to "after hours" emergencies when needed
-
Potential exposure to heat, cold and noise during site visits
