As the Land Officer, you play a key role in the effective management and administration of the land management process. You are responsible for the leadership and management of municipal land-related functions including sales, acquisitions, leasing, encroachments, licenses and land swaps while maintaining confidentiality.
You must adhere to and follow procedures as set out in the Municipal Government Act and City bylaws and policies. As the Land Officer, you must have the ability to plan, develop, coordinate and implement a wide range of land management-related functions. You are highly skilled in making decisions, providing direction and expressing ideas clearly which is essential within a cross-functional team environment. You play an important role in providing information and advising the administration on land management-related information in consultation with senior administration, council, business partners and internal department personnel.
Responsibilities
As a Land Officer, you provide leadership, management, and coordination of land management functions by researching and preparing land matters as directed by City Policy, providing guidance on land matters, ensuring effective and timely communication, promoting the City of Grande Prairie's Mission, Vision and Guiding Beliefs, in addition to Health, Wellness, and Safety. As the Land Officer, you would undertake and coordinate land applications and City real estate transactions which includes initiating the sale and market of land, coordinating land application reviews, assisting with the initiation, planning, development, coordination, and implementation of land applications, acting as a key contact for negotiations, preparing agreements and providing direction. Additionally, you would administer, develop, implement, and operate land management systems for agreements, invoicing, and related financial transactions. You would be the main contact that responds to customer concerns, maintains the City land web page and provides customer service.
You Bring
The incumbent must have the ability to plan, develop, coordinate, and implement a wide range of land management-related functions. Highly skilled in making decisions, providing direction, and expressing ideas clearly are essential within a cross-functional team environment.
- Minimum of 5 years experience of progressively more responsible and varied managing land purchasing, sales, leasing, and processes.
- Working knowledge of real estate processes.
- Knowledge of legal processes related to municipal land transactions.
- Experience with land development/urban planning.
- Marketing/public relations experience is an asset.
- Proficiency in the use of computers.
- Strong analytical, research, negotiating and interpersonal skills, with the ability to exercise tact and listen, clearly and effectively in person and on the phone.
- Ability to manage sensitive and political situations.
- Organized, self-motivated and proficient in multi-tasking.
- Ability to express ideas clearly and concisely in verbal communications and public presentations including written reports.
- Municipal government experience would be an asset.
- Accounting knowledge and skills, interpersonal communication, Real Estate, Governing Acts and Regulations, cooperative cross-functional team approach.
- Attention to detail while working under pressure.
Hours
The standard workweek consists of a minimum of 35 hours, with the specific schedule being determined by the immediate supervisor.
Compensation
Starting Salary of $42.39 per hour as per the Out-of-Scope Agreement (Band E, Entry Step)
