Position Summary

Reporting to the Director, Policy Planning, the Manager, Heritage and Urban Design will provide sectional leadership and guidance. You will implement and promote the City's strategic plan and foster a culture of innovation, engagement, collaboration and respect. You will establish and implement heritage and urban design functions, and promote planning objectives for urban design and heritage conservation.

Key Duties and Responsibilities

  • Develop and implement urban design policies for the City's Official Plan, Secondary Plans and other area specific studies
  • Manage, review and coordinate comments provided by the urban designers on development applications
  • Prepare business cases for projects to advance the City's urban design and heritage conservation objectives
  • Review, evaluate, negotiate changes and determine approvability of Complex Development Planning applications or Local Planning Appeals Tribunal appeals/mediations
  • Communicate with senior staff, planners, applicants, external consultants on streetscape, built-form, material, layout and landscape design
  • Develop and implement heritage conservation policies in the City's Official Plan
  • Develop framework, processes, and programs to manage and conserve the City's heritage resources as guided by the Ontario Heritage Act
  • Prepare and review staff reports and recommendations to Heritage Richmond Hill (HRH) Committee and Council on heritage matters
  • Provide staff support to the HRH committee and provide education and information as required on heritage matters
  • Develop and manage studies and policy documents related to urban design and heritage conservation
  • Conduct in-house research and preparation of the urban design and heritage background papers and develop urban design and heritage policies in the Official Plan
  • Project manage special studies and policy documents with external consultants
  • Develop and manage the City's 2-phase application to York Region's MSPP program
  • Act as an urban design expert witness when required at the Local Planning Appeals Tribunal
  • Prepare written witness statements and visual evidence to support professional opinions
  • Provide clear and logical analyses relating to the application at the Tribunal within the context of the City's city building objectives, urban design best practices and principles
  • Develop the Council approved Public Art Policy, and the budget framework of the Public Art Program
  • Establish the Public Art Advisory Committee, and manage and provide the agendas for the meetings
  • Develop and facilitate community-driven art initiatives led by the Public Art Advisory Committee
  • Leads the sectional priorities, development and management of staff to ensure efficient delivery of services while encouraging creative thinking and the development of innovative solutions.
  • Responsible for sectional budget preparation and monitoring.
Requirements

Education and Experience

  • Degree in Architecture, Urban Design, Landscape Architecture, Planning or related discipline
  • Registered Professional Planner is required
  • Canadian Institute of Planners is required
  • 7 years progressively responsible experience

Required Skills/Knowledge

  • Proficient in Microsoft Office Suite, Adobe Suite, drawing and drafting tools
  • Knowledge of and competency in architectural design, urban design principles and practices
  • Familiarity with applications of local by-laws and development application processes
  • Familiarity with the Building Code, building/demolition permit processes, and land registration regulations and processes
  • Facilitation and negotiation skills
  • Awareness of contemporary planning issues and familiarity with local issues and concerns specific to the City, York Region and Greater Golden Horseshoe area
  • Competency in drafting and drawing skills
  • Strong leadership competencies and experience leading team and projects from inception to implementation
  • Proven ability to mentor, provide guidance, engage and motivate staff successfully
  • Demonstrated ability to engage, achieve buy-in and problem-solve with diverse groups comprised of a wide range of stakeholder interests and multi-discipline
  • Experience with program development proicesses and demonstrated ability  to implement new initiatives, including planning, costing, relationship building, implementation strategies, and incorporating feedback and continual improvement
  • Experience writing and implementing policies and reporting to executive committees, senior management, and Council
  • Strong time management and prioritization skills, with ability to multi-task and pay attention to detail including documentation
  • Demonstrated ability to exercise good judgement, professional integrity and political acuity, make sound decisions and apply strategic thinking skills to advance projects forward, come up with practical solutions and implement concrete results and deliverables
  • Good team building skills and ability to deal effectively with tact, courtesy, discretion and diplomacy with all levels of staff and the public 
  • Manages organizational change through strong leadership and communication skills

  • Must possess a valid Ontario Class "G" Driver's License, and have access to a vehicle for use on corporate business (mileage compensated) and will be required to provide proof of vehicle insurance upon hire
