Strathcona County has recently undergone a Business Transformation Project which included the implementation of a new Enterprise Resource Planning (ERP) system (Oracle Cloud). This position will have some responsibilities to assist with post-implementation support activities, with a heavy focus on training and education of the new procure to pay processes.
Reporting to the Procurement Services Manager, the Purchasing Specialist will be responsible for the operational and transactional activities to support procurement, contract management and continuous improvement activities for departments within Strathcona County.
In this role you will support the Procurement and Contract Advisors where required, provide a high level of Procurement knowledge support to clients, escalate complex and strategic requests, and administration support in compliance with legislation, policies, procedures and processes.
Responsibilities
- Provide customer-focused guidance and support to departments for supply chain processes and activities.
- Work with business stakeholders to ensure requisitions capture all required information correctly.
- Facilitate monthly training sessions, on new Procure to Pay processes to County users (ie requisition creation training, requisition approvals, use of contract and blanket purchase agreements, etc.)
- Provide daily support and troubleshooting on new Procure to Pay processes to County users Support departments with under threshold purchasing (issuing low value RFQs)
- Issue periodic reports to business units to facilitate timely updates to purchase orders and contract information (closing out PO’s, processing goods receipts, taking required actions on upcoming contract expiry dates, etc.)
- Providing contract administration, management and maintenance of County wide usage contracts (e.g. Standing offer agreements, etc.)
- Maintain a close connection with County ERP team to communicate automation and system enablement opportunities for more streamlined procurement processes.
- Review approved requisitions and route for appropriate action where required.
- Assign requisitions to existing sources of supply/category management teams where appropriate.
- Convert requisitions into purchase orders where contracts for the required goods/services are in place, ensuring purchase orders capture specifics of business requests (e.g., references to existing contracts, details of goods/services, pricing, quantities, delivery dates, inco terms, etc.)
- Manage/update changes to purchase orders or contract details as per approved change orders or contract amendments as required within the ERP.
Skills and Abilities
- Strong active listening skills to identify issues, interpret situations and provide recommendations.
- Analytical skills to provide basic supply chain advice in real time to mitigate impacts to projects.
- Ability to work under the pressure of conflicting priorities, deadlines and public scrutiny while providing consistent and professional services with departments and the supplier community.
- Excellent communication skills supporting Procurement Services, departments within the County, and other external contacts.
Qualifications
- Minimum of 3 years supply chain/procurement related experience required. Municipal government experience in a related role is preferred.
- Completion of or enrollment in a recognized Supply Chain Management Diploma or Certificate program, SCMP/PPSP/NIGP is an asset.
- Experience ERP implementations is highly desired.
- Experience in maintaining and updating SCM information within an enterprise resource planning (ERP) system.
- Knowledge of applicable SCM legislation, policies and procedures and experience legislative / regulatory frameworks governing procurement
Equivalencies of education and experience may be considered.
