Job Description

Reporting to the Director of Fleet and Facility Services, the Manager, Facility Planning sets the focus and direction for Strathcona County’s investment in facility capital maintenance programs, including life cycle planning and project development.  This position is responsible for the leadership of the department asset management and long-range planning process as well as for predicting future facility needs and establishing investment strategies and plans to meet them. Strathcona County’s facility infrastructure consists of recreational facilities, offices, emergency services and public works facilities. 

As part of the department leadership, this position will participate in strategic planning, continuous improvement reviews and the support for the department's staff and department's long-term development.

Responsibilities

  • Develop and manage the branch's program areas to achieve the highest value and long-term functionality of the municipal building portfolio
  • Develop strong asset management strategies, including the asset management program structure and procedures for the facility portfolio to address facility and system performance, operating requirements, problem resolution and condition assessments & reporting 
  • Develop a strategy for the program that includes up to date building reviews, 5- and 10-year cost estimates, and a Master Project tracking mechanism to capture project lists by facility, priority, year and budget estimates
  • Develop and maintain current data for the asset management information systems, including project and facility records.
  • Manage the space inventories, utilization forecasts and accommodation requirements, including space and furniture standards 
  • Manage ongoing energy management initiatives and long-term goals of supporting the reduction of greenhouse gases and overall energy efficiency in facility development 
  • Lead staff in project needs assessments, standards development, life cycle costing, energy management plans and project implementation timelines 
  • Develop life cycle budgets for all building assets, and work with the department accountant to prepare funding and reserve forecasts. In conjunction with the department accountant, the position will be developing the annual operating budget for the branch, and developing long range asset investment plans 
  • As a member of the leadership team of the department, assist in establishing, promoting, and implementing the strategic direction of the department. This includes developing 1 to 20 year re-investment plans for all buildings and building assets, developing business cases to forecast larger capital project requirements, developing the 5 year capital plan forecast and developing business cases for submission to Council for approval for all capital and operating projects    
  • Provide leadership, mentorship, and guidance to develop a high-performance and engaged team 

Skills and Abilities

  • Demonstrated ability to review, analyze assess and interpret architectural, construction and technical drawings, project plans, specifications, operation manuals, contracts, and other materials to evaluate project approaches and adopt effective solutions 
  • Demonstrated ability to develop long range vision and strategic plans to achieve forecasted future needs 
  • Demonstrated ability to successfully facilitate, mediate and influence successful outcomes through discussions, technical presentations and negotiations 
  • Demonstrated interpersonal, communication and presentation skills   
  • Demonstrated analytical and planning skills along with critical thinking is required to deal with emergent critical needs and to manage expectations from multiple departments 
  • Demonstrated ability in developing and maintaining effective relationships with internal and external stakeholders 

Qualifications

  • Post-secondary Degree in engineering, facilities management, architecture or a relevant field from and accredited institution 
  • Post-secondary Degree in business or an MBA would be considered an asset 
  • Minimum of 10 years of related experience in facility asset management with at least 5 years of proven leadership experience 
  • Minimum of 5 years working in facility management with a background in asset planning, space management and project development 
  • Working knowledge of all facilities systems, including civil, structural, electrical, mechanical, environmental, refrigeration and facility operations 
  • Extensive knowledge of current building and safety codes 

Conditions of Employment

  • Valid Alberta Class 5 Driver’s license and submission of a 5-year Driver’s Abstract with less than 7 demerits  
  • Ability and willingness to work outside regular working hours on occasion  

This is a full time permanent position.

Salary & Benefits

Pay Range

$114,860.20 - $143,598.00
