Description
As a member of the Strategy & Transformation Leadership Team, the Director of Organizational Strategy Execution is responsible for the execution of corporate business plans and long term strategies.  This position will work closely with Organizational Leaders, and internal stakeholders to ensure alignment and integration with City of Saskatoon values, and culture.

Through the Organizational Strategy Execution (OSE) team, the Director guides and equips leaders and managers across the organization to efficiently and effectively lead, manage and measure business operations and change strategies. The Director, as an effective change leader, guides and builds processes to support leadership’s organizational capability towards sustainable performance. 

Duties: 

1. Provides leadership, guidance, and mentorship ensuring the team is equipped with the right skills, tools, supports and perspectives necessary to deliver on the organization’s long term strategies.

2. Supports the design and development of the corporate business planning process to construct a multi-year corporate business plan, while establishing corporate programs with governance and long term strategies.

3. Communicates future vision and translates strategic objectives into successful outcomes with a fiscally accountable approach while fostering a positive and inclusive workplace.

4. Ensures corporate programs are in alignment with the vision, mission, core values, and long-term strategic objectives of the organization.

5. Ensures compliance with legislation, regulations, standards, guidelines, Civic Bylaws, policies, procedures and collective agreements as appropriate.

6. Establishes and maintains a corporate governance and audit framework with a dedicated focus on continuous improvement.

7. Ensures a culture of learning by visibly encouraging and supporting internal control activities such as audits, recommendations, and corrective actions.

8. Collaborates with all applicable internal stakeholders to institute systems that provide effective internal management and governance resulting in sustainable performance.

9. Evaluates organizational needs and addresses gaps through Strategic Program development (including quality management system, asset management, strategic and business planning, change leadership), using corporate methodologies supported such as organizational change management,  portfolio, program and project management,  and performance metrics.

10. Fosters organizational alignment and accountability to ensure the achievement of corporate vision and long term objectives. Ensures systems and processes are streamlined and user friendly.

11. Champions the achievement of strategic objectives through individual goal setting and performance management.  Assists in supporting a cultural transformation by clearly linking individual performance to strategic objectives and operational goals.

12. Maintains relationships with external bodies with respect to performing the preceding responsibilities.

13. Directs and coordinates the preparation and presentation of complex reports and recommendations to City Council and Council Committees as required.

14. Collaborates with the Chief Strategy and Transformation Officer to establish division and department priorities with outcomes consistent with corporate objectives, business plans and long term strategies.

15. Prepares and controls the annual Division Operating and Capital Budget and Business Plan, and ensures they are aligned with the City of Saskatoon Strategic Plan.

16. Performs other related duties as assigned.

Requirements
  • Degree in business administration or related. 
  • 10 years’ corporate senior leadership experience providing strategic direction, building, implementing and leading strategy execution practices  and organizational change in a complex environment  
  • Equivalent combination of education and experience may be considered.
  • Certification in Quality Management Systems (QMS), Portfolio Management (PfM), Organizational Change Management (OCM), or program and project management and performance management practices.
  • Ability to lead and model the organizational values (people matter, trust, integrity, respect, safety and courage) and culture by demonstrating behaviors of accountability, transparency, high performance, innovation and collaboration.
  • Demonstrated ability to establish and maintain credibility with audiences at all levels.

  • Ability to lead the development and implementation of  new (or renewed) business and strategy execution processes.
  • Demonstrated ability to lead the   design, delivery, implementation and sustainment of  Quality Management strategies, programs and tools.
  • Ability to build strong, trust based partnership with senior business leaders and stakeholders with the ability.
  • Demonstrated ability in issues management and process improvement, combined with the ability to influence and engage management and employees.

Salary: 

$124,916.16 - $146,775.84 per annum (2019 Rates)
