Job Description
Under the direction of the Manager, Economic Development, this position is responsible for developing and implementing arts, culture and heritage development initiatives to strengthen the creative economy, cultural tourism and cultural vibrancy in Kawartha Lakes. Responsibilities include overseeing the City’s cultural development, working with local cultural organizations, businesses, agencies, other levels of government, and the community at large to strengthen local cultural sector capacity and enhance economic outcomes.
You will:
- Provide a leadership role in the development of arts, culture and heritage programs, services, events and educational initiatives to strengthen the cultural sector and the creative economy in Kawartha Lakes
- Foster partnerships across cultural and heritage stakeholders, sector organizations, the business community, government agencies, staff and the broader community in order to advance the sector
- Implement departmental strategies and plans including the Economic Development Strategy, Cultural Master Plan, Heritage Master Plan, and Music Feasibility Study
- Develop, recommend and implement programs to create strong connections between arts, culture and heritage and business, and introduce initiatives to foster new cultural businesses, enhance existing businesses, attract skilled workers and entrepreneurial activity
- Liaise with, and advise, arts, cultural and heritage organizations within the City to increase capacity, encourage collaboration and provide advice on grant programs, including the Kawartha Lakes Arts Council, the Kawartha Lakes Heritage Network, and the broader cultural community
- Maintain and enhance existing programs including tangible and intangible culture maps and the Arts and Heritage Trail
- Monitor, analyse, update and report data on culture in Kawartha Lakes and recommend initiatives in response to emerging issues and trends
- Assist in the development of arts, culture and heritage tourism products, destinations and events, including arts and heritage-based experiential tourism products
- Liaise with other City departments to ensure that cultural and creative objectives are well-aligned with and integrated with other departmental and municipal plans
- Prepare content for press releases and respond to press inquiries on a variety of issues related to arts, heritage and culture
- Prepare reports for Council
- Develop and monitor program budgets for the arts and culture portfolio
- Utilize Social Media, such as Twitter, Facebook, blogging, etc., to promote arts, culture and heritage in the City of Kawartha Lakes, as well as become proficient with the use of CRM software such as Salesforce
- Provide guidance to temporary and special project staff as assigned
- Perform other related duties as assigned
Requirements and Qualifications
- A post-secondary degree from a recognized institution in Cultural Planning, Community Development, Cultural Administration, Community Planning or a related discipline
- Minimum 4 years of progressive experience, preferably in a municipal environment
- Enrolment in the national Economic Development (EDAC) certification program is an asset
- Experience in the development and implementation of Cultural and/or Economic Development Strategies
- Experience in cultural development, tourism development and heritage conservation
- Proposal development and grant writing experience with knowledge of granting programs that are available in the arts, culture and heritage sector for municipalities and local organizations
- Strong presentation skills and experience in planning and facilitating workshops, public forums and meetings
- Well-developed interpersonal skills and the ability to work effectively with committees, boards and volunteers, and to work co-operatively and successfully with a wide range of personnel including community stakeholders, elected representatives, City staff, the media and funding bodies
- Ability to manage prioritize workloads for multiple projects and portfolios simultaneously
- Excellent oral and written communication
- Strong research, analytical, organizational and problem-solving skills with ability to prioritize work-load and to adapt readily to change in priorities and business conditions
- Demonstrated ability to work with minimal supervision in a highly-visible team environment
- Dedication to a high degree of customer service
- Political acuity is essential
- Demonstrated proficiency in social media, Microsoft Office, the internet and any other related software
- Possess and maintain a valid Ontario Class “G” Driver’s Licence
- Upon a conditional offer of employment, a Criminal Record Check will be required
