Planner II (Heritage and Downtowns)

Reporting to the Manager of Sustainability, Heritage, Downtowns, and Community Development, and under the direction of the Principal Planner, Downtowns and Cultural Heritage, the Planner II in the Sustainability, Heritage, Downtowns and Community Development Division is responsible for: 

  • policy and program development and administration for heritage planning, heritage conservation district plans; Heritage Tax Rebate Program; downtown renewal initiatives and downtown incentive programs including Façade Improvement Grant program;

  • monitoring cultural heritage conservation policies and heritage planning trends and issues;

  • maintaining the Town of Whitby’s Heritage Register of designated and listed heritage properties;

  • acting as Staff Liaison to LACAC Heritage Whitby Committee and Doors Open Committee;

  • providing support as needed to the Downtown Development Steering Committees;

  • liaising with, and providing municipal support, to downtown areas’ business communities and associations;

  • reviewing and providing input in the development application review process, including processing Heritage Permits and reviewing municipal policy initiatives;

  • monitoring current policies and heritage planning trends and issues;

  • providing guidance to the heritage summer student;

  • preparing reports and making presentations;

  • providing professional planning advice and direction to the general public, colleagues and consultants;

  • supporting and promoting of heritage and downtowns; and,

  • other related duties as may be assigned.

Requirements

As the successful applicant you will possess:

  • an undergraduate degree in Urban Planning, Economic Development, Geography or a related discipline;

  • full membership with theOntario Professional Planners Institute (O.P.P.I.)/ Canadian Institute of Planners (C.I.P.);

  • a minimum of five (5) years experience, preferably in a municipal planning environment;

  • a working knowledge of planning processes and policies, the Planning Act, the Municipal Act, the Ontario Heritage Act, Official Plans, Zoning By-laws, Heritage Conservation District Plans and Guidelines and other relevant legislation and planning related documents;

  • well-developed communication skills with the ability to communicate effectively verbally and in written form;

  • demonstrated organizational and administrative skills with the ability to prioritize;

  • strong research, analytical, and reasoning skills;

  • well-developed interpersonal skills to establish effective working relationships with staff and the general public;

  • the ability to work both independently and as part of a team;

  • a proficiency with MS Office (Outlook, Word, Excel, Power Point);

  • the ability to work well under pressure to meet deadlines;

  • the ability to attend public meetings outside normal working hours; and,

  • a valid unrestricted Ontario Driver’s Licence (minimum Class “G”) maintained in good standing with access to a personal vehicle.

Salary & Benefits

Salary: $55,710 - $69,651per annum

Hours: Monday to Friday - 8:30 a.m. to 4:30 p.m.
