Under the Direction of the Managing Director of Government Relations and External Affairs, this position is responsible for the development and implementation of Halifax’s economic development approaches, policies, and implementation strategies. The Senior Advisor provides advice, research and analysis, coordination and management on economic policy and development in Halifax. The position develops programs and initiatives and manages projects focussed on economic policy and development and ensures that research and analysis of information necessary to develop and advance economic policy is accurate and complete. This position will have primary responsibility to manage relationships and service level agreements with Halifax’s economic development organizations including: the Halifax Partnership, Destination Halifax and Halifax’s Business Improvement Districts.
DUTIES AND RESPONSIBILITIES:
- Manages and participates in the development and implementation of goals, objectives, policies, priorities and evaluation of the municipality’s economic development activities.
- Provides leadership and oversight to partner organizations in the delivery of Halifax’s economic activities and ensures that deliverables are achieved in an efficient and effective manner.
- Serves as principal contact and municipal lead in negotiating service agreements with partner agencies, ensuring priorities and activities align with those of the municipality and the Economic Strategy.
- Leads and manages the work of the Business Improvement District (BID) Coordinator.
- Represents Halifax with other levels of government on issues related to economic programming and policy and acts as a liaison between the municipality and local organizations, businesses, industry and representatives of government.
- Represents Halifax on agencies or boards performing an economic function, as required.
Provides advice to senior management and Council on matters related to economic policy and development.
QUALIFICATIONS:
Education and Experience:
- Masters Degree in Public Administration, Economics or related business discipline or Bachelor’s Degree and equivalent experience.
- Minimum five years of experience, preferably in public administration, economic development, organizing, supervising and managing administrative and technical projects/functions, with a focus on results, preferably in a municipal or public sector environment.
- Experience in Economic Development or similar business environment.
- Experience in working with the business community and with external partners.
- A combination of education and experience deemed to be equivalent may be considered.
Technical / Job Specific Knowledge and Abilities:
- Demonstrated knowledge of the municipality’s role with respect to economic development.
- Current knowledge of the legislative, regulatory and by-law framework the Municipality operates within.
- Strong analytical capabilities and excellent written and verbal communication skills.
- Strong research and analysis skills.
- Facilitation and project management skills.
- Proficient in the use of current software relevant to the role including Microsoft Suite products.

WORK STATUS: Permanent, Full-Time
HOURS OF WORK: Monday - Friday, 8:30am to 4:30pm. Some work beyond regular working hours will be required to meet the needs of the organization.
WORK LOCATION: The work location for this position is 4th Floor, Duke Tower, 5251 Duke St., Halifax.
SALARY: P3 on the Non-Union Pay Scale ($88,000 - $110,000)
